This book examines the interplay between the national and the European levels in EU foreign policymaking, focusing on the Middle East. European engagement in peacemaking in the Middle East dates back to foreign-policy cooperation in the early 1970s. Following the launch of the peace process in 1991, the EU and its Member States further stepped up their involvement in conflict resolution, focusing on one central area of EU engagement – the Israeli-Palestinian conflict. This book covers the period from the beginning of the peace process in 1991 until 2008, and focuses on the actions of the big three Member States: Germany, France and the UK. Using the Europeanization concept as framework of analysis, the book examines the problematic dynamics between these Member States’ national foreign-policy models and the construction of a common European conflict-resolution policy. It also provides interesting new insights into the EU’s international role and potential, addressing the often neglected question of how Europeanization effects help to mitigate some of the classical limitations of European foreign policymaking. The book will be of great interest to students of EU policy, Middle Eastern Politics, peace and conflict resolution, security studies and IR.

This book examines lobbying in EU foreign policy-making and the activities of non-state actors (NSAs), focusing on EU foreign policy on the Israeli-Palestinian conflict. It sheds light on the interactions between the EU and NSAs as well as the ways in which NSAs attempt to shape EU foreign policies. This book explores and analyses the various factors that affected the formulation of the common EU policy towards the Middle East Peace Process (MEPP), as well as the specifics of the process by which the EU created EUPOL COPPS and EUBAM Rafah. It answers two central questions: firstly, why and how did the EU decide to create and deploy these missions? Secondly, where do these two missions fit into the general EU approach to the conflict in the Middle East? Based on confidential interviews with various actors in the process, uniquely granted to the author, it reveals the mechanics of decision-making behind the scenes and argues that the EU decision to expand its role in the MEPP, through the creation of the two missions, was closely related to the EU’s defined common interests in the Middle East. Further it shows, the missions were, mainly, the result of the EU’s already established approaches to further its role in the international political arena. This text will be of key interest to scholars and students of European foreign policy, EU Politics, Middle East politics and studies, foreign policy analysis, and more broadly to international relations.

The change in Turkish foreign policy towards the Middle East in the post-Cold War era is a highly debated issue, with most experts believing that Europeanization has become the driving force behind this change. This book takes the cases of Iraq and the Palestinian-Israeli conflict as two important illustrations. Both cases present dynamic issues of conflict in the region and are high on Turkey's agenda in terms of its policies towards the region.
