Eu Policy Responses To A Shifting Multilateral System

This book explores how the EU, as an international actor, is adapting to recent transformations in the multilateral system. The international identity of the European Union is built upon its support for effective multilateralism and its commitment to core norms and values. Until recently, there was no need to choose between these goals. Emerging powers in the international system are not only demanding more power in multilateral institutions, but also sometimes seeking to influence their purpose and function, away from those championed by the EU. This presents a dilemma for EU foreign policy – framed in this edited volume as either accommodating changes in order to support multilateral institutions or entrenching the EU position in order to uphold values. Using a common analytical framework, the chapters include case studies on important multilateral institutions such as the United Nations Security Council, the International Monetary Fund, the World Trade Organization and the International Criminal Court, as well as key policy areas such as energy, climate change, nuclear non-proliferation, and human rights.

This book provides a detailed analysis of the policy-making processes of EU strategies in foreign and security policy and external action. It uses the European Security Strategy and the EU Global Strategy to assess their policy-making dynamics both before and after the Lisbon Treaty. Inter-institutional relations in strategy-making are put into the context of current debates in European integration, questioning the assumption that the EU is a body increasingly ruled by intergovernmentalism - as reflected by the new intergovernmentalism literature. The book also provides a categorisation of EU strategies and considers them as policy-inspiration documents, acting as frameworks for policy-making. "The study of grand strategy has historically been confined to a few great powers--preponderantly, the United States, China, and Russia. In contrast, this volume introduces readers to the novel field of “comparative grand strategy.” Its co-editors offer a framework that expands the analysis beyond a traditional rationalist approach to incorporate significant cultural factors that influence strategists as they prioritize threats and opportunities in the global system. This framework then combines these factors with domestic political influences often understated or overlooked in the international relations literature. It considers both how grand strategy is actually formulated and the varied instruments used to implement it. Applying this framework, the volume's remaining contributors then examine how grand strategy is conceived, formulated, and implemented by ten states. These consist of the United Nations G5 members and five other states “pivotal” to global or regional economic development and security. This group is composed of Brazil and India--two regional powers operating in very different security environments--and Iran, Israel, and Saudi Arabia, who confront each other in a truly existential conflict.
