How do Europeans engage in military strategy? Through detailed comparisons of operational planning and exploring the framework of the EU, NATO and the UN, this book sheds light on the instrumental nature of military force, the health of civil-military relations in Europe and the difficulty of making effective strategy in a multinational environment

The book systematically analyses the relationship and interaction between rules of engagement (ROE) and the legal framework regulating armed conflicts, both at the international and national levels. At the international level, the relationship between ROE and human rights law and international humanitarian law is explored. At the national level, the book relates ROE to (comparative) criminal law. A separate chapter analyses the complex relationship between self-defence law and rules of engagement. It is the first monograph to comprehensively examine these issues and to analyse how ROE interact with the various sources of the (international) law of military operations, both in terms of the law as a source for these rules and how the law is reflected and implemented through them. In doing so, and based on the author's own experience, the book provides examples of how complicated, often controversial issues of law can be resolved while keeping the rules understandable at all levels of military operations. Aimed at both scholars and practitioners, the book provides a bridge between the academic world and the operational world. It provides new insights for both of those audiences in terms of understanding how the law applies to - and through - the rules on the use of force for military operations.

As the NATO combat mission in Afghanistan draws to an end, the ‘West’ is starting to take a hard look back at two decades of global stabilization efforts. The ‘lessons learned’ literature on these efforts is exploding. One of the dominant themes in this literature is the need to embed the specifically military toolkit into a much more comprehensive, integrated approach towards planning and executing. In this forward-looking report, HCSS goes a step further by focusing not on the operational but on the strategic level of decision-making. Today, this strategic layer is driven much more by domestic and international ‘politicking’ than by creative strategic thinking. This report advocates a new approach to strategic decision-making which we label ‘strategic design’. It summarizes and borrows some key insights from the ‘design thinking’ literature in the business and public management literature and applies those to the security challenges surrounding stabilization efforts. The report then illustrates this approach by developing and evaluating a few ‘design sketches’ for new capability elements that even a small force provider like The Netherlands could start developing. An EU Innovative External Action? discusses both the EU’s growing challenges from its near and far neighbourhood and the developments within the EU that seek to meet them. The European Security Strategy (2003) and its updating (2008) have pointed out some of the growing external problems. These documents have outlined the goals for the EU’s future activity in terms of general principles and policy rather than of specific actions, adopting a holistic approach covering a wide range of civilian responses as well as the military dimension of security. This book is an empirical investigation which reflects these different aspects and pressures, exploring the interaction between resources and capacities, policies and processes, and influences from within and outside the EU. Its main argument is the need for the EU to work towards meeting its external challenges by developing innovative action. The crucial challenges that this volume explores include the EU’s approach to the European External Action Service; the EU’s handling of Russia, China, and Iran; the legal aspects of the Common Security and Defence Policy’s (CSDP) military operations; legal issues regarding the EU’s combating of piracy and armed robbery in the CSDP Operation Atalanta; the influences and issues inherent in the EU’s coordination of the above military marine operation; the political control and strategic direction on decision-making by the Political Security Committee; the establishment of the EU’s rapid reaction force within the CSDP framework and its present (in)action; and the CSDP’s experimentation in the promotion of peace and security on the African continent. This volume examines EU behaviour in the above policy areas and issues, and how the Union is dealing with the risks it faces today. This book aims to promote an interdisciplinary debate. The contributions to this volume originated from a workshop concerned with the European Union Facing External Challenges held at Pembroke College, Cambridge, in October 2009, organised with the support of Geoffrey Edwards (POLIS, University of Cambridge). These reflect the views of experts from various nations and institutions, operating in diverse cultural realities and fields. The rationale for employing interdisciplinary resources is in line with the way in which the European Union and the European Commission are encouraging a dialogue about EU policies. This edited collection is a timely and in-depth analysis of the EU’s efforts to bring coherency and strategy to its security policy actions. Despite a special European Council summit in December 2013 on defence, it is generally acknowledged that fifteen years since its inception the EU’s Common Security and Defence Policy (CSDP) has yet to acquire a clear sense of purpose. This book investigates those areas where the EU has established actorness in the security and defence field and asks whether they might constitute the elements of an emergent more coherent EU strategy on security. Taking a critical view, the contributors map the EU’s strategic vision(s) across particular key regions where the EU has been active as a security actor, the strategic challenges that it has pinpointed alongside the opportunities and barriers posed by a multiplicity of actors, interests and priorities identified by both member states and EU actors. By doing this we demonstrate where gaps in strategic thinking lie, where the EU has been unable to achieve its aims, and offer recommendations concerning the EU’s future strategic direction. This book will be of much interest to students of European security, EU policy, strategic studies and IR in general.
