The text summarises the evolution of the activities carried out by Euratom in the fields of research, protection of health, economic aspects, nuclear safeguards and international relations.

This open access book examines key aspects of international cooperation to enhance nuclear safety, security, safeguards, and non-proliferation, thereby assisting in development and maintenance of the verification regime and fostering progress toward a nuclear weapon-free world. The book opens by addressing important political, institutional, and legal dimensions. Current challenges are discussed and attempts made to identify possible solutions and future improvements. Subsequent sections consider scientific developments that have the potential to increase the effectiveness of implementation of international regimes, particularly in critical areas, technology foresight, and the ongoing evaluation of current capabilities. This book addresses the contentious debate surrounding the future of the European Atomic Energy Community Treaty (Euratom), one of the European Union’s founding treaties. Arguing that it has remained at a ‘crossroads’ since its adoption in 1957, Anna Södersten explores the issue of whether the treaty should be kept separate from the EU, or be brought within its framework.

Nuclear technology in all countries of the world is subject to controls from the International Atomic Energy Agency (IAEA) to prevent its misuse for military purposes. Recently these controls (or "safeguards") have come under criticism for lack of effectiveness, and the IAEA has now elaborated a strengthened safeguards system reaching deep into the domains of national sovereignty. Problems and prospects of the new system are discussed in this book by a team of German and international scholars, practitioners and officials.

The decision to establish a nuclear power program is a significant undertaking by any country. Such a decision should be based on a commitment by the government to use nuclear power safely, securely and peacefully. This commitment requires establishing a sustainable national infrastructure including robust safeguards infrastructure supporting the functions of the State system of accounting for and control of nuclear material (SSAC). The IAEA has developed the Milestones Approach to help Member States embarking on nuclear power to plan and develop the necessary infrastructure in a phased way. Safeguards is one of the 19 infrastructure issues described in the Milestones Approach. The primary objective of this publication is to provide guidance and references for safeguards related activities that need to be carried out during each of the three phases of nuclear power infrastructure development in line with the nuclear power program implementation. This publication includes several case studies from different countries on how they developed their national safeguards infrastructure to meet the requirements of their nuclear power programs.
