Panenka's pearl of a penalty in Belgrade, van Basten's volley of a lifetime in Munich, Gazza's agonising near-miss at Wembley: over its six decades, the UEFA European Championship has thrown up many of the most memorable stories in football lore. Now it gets the history it deserves. Euro Summits is the first full retelling of the tournament, from its tentative beginnings in the late 1950s to its elephantine expansion in the mid-2010s. Taking in the USSR's early success, the grim violence of 1968, France's cavalier feats on home soil in 1984, the sensational triumphs of no-hopers Denmark and Greece, Spain's modern-day dominance, all the way up to Portugal's shock victory in 2016, it's a panoramic portrait of an event that captures a whole continent's imagination every four years. Dramatic, detailed and teeming with compelling personalities like Michel Platini, Guenter Netzer, Hristo Stoichkov, Zinedine Zidane, Wayne Rooney and Cristiano Ronaldo, this is the complete story of a footballing event second only to the World Cup.

Since 1975 the leaders of the major western economies have gathered in annual summit meetings to try to agree a unified response to the main political and economic problems facing them. This book, first published in 1984, traces the development of the summit meetings and tries to assess their impact on western decision-making and international relations in general. The summits arose as the product of a serious crisis that shook the world economy in the early 1970s. They have been sustained because of the waning of the American hegemony that had supported the postwar international economic regime. From this it became vital for the leaders of the major economies to reassert collective leadership in order to try to re-establish a new world economic equilibrium.

This book publishes for the first time in print every word the American and Soviet leaders – Ronald Reagan, Mikhail Gorbachev, and George H.W. Bush – said to each other in their superpower summits from 1985 to 1991. Obtained by the authors through the Freedom of Information Act in the U.S., from the Gorbachev Foundation and the State Archive of the Russian Federation in Moscow, and from the personal donation of Anatoly Chernyaev, these previously Top Secret verbatim transcripts combine with key declassified preparatory and after-action documents from both sides to create a unique interactive documentary record of these historic highest-level talks – the conversations that ended the Cold War. The summits fueled a process of learning on both sides, as the authors argue in contextual essays on each summit and detailed headnotes on each document. Geneva 1985 and Reykjavik 1986 reduced Moscow's sense of threat and unleashed Reagan's inner abolitionist. Malta 1989 and Washington 1990 helped dampen any superpower sparks that might have flown in a time of revolutionary change in Eastern Europe, set off by Gorbachev and by Eastern Europeans (Solidarity, dissidents, reform Communists). The high level and scope of the dialogue between these world leaders was unprecedented, and is likely never to be repeated.

This work traces the development of the European decision-making process in the European Community in minute detail, from the Summit Meeting in Paris (1957) to the most recent European Council meeting. Special account is taken of the momentous and at times controversial changes brought about in this process, in particular by the Single European Act. As well as consulting numerous well-known and respected sources on European affairs, the much-travelled author draws on his personal experience as a journalist, presenting new and original conclusions on, for example, the legal status of the European Council's communiques and decisions. The issues touched upon afford much food for thought and are all the more stimulating when seen against the background of the internal market heralded for 1993 and the ever-changing events in Eastern Europe.Following a description of the roots of the European Council, the author deals with: # the organizational rules and functioning of the European Council, emphasizing the importance of European Political Cooperation # the legal nature and form of the European Council and its relations with the Community institutions # the meetings and their results # the progress made in decision-making over the years # the future of the European Council. The book is completed with relevant documentation, a comprehensive bibliography, a table of cases of the Court of Justice of the EC, a table of articles (EEC Treaty and SEA), a subject index and an index of names.

This book analyses the role of institutionalised summits in international governance, adding a fresh perspective to the controversial debate over the value of institutionalised summits for international governance. It argues that the contribution of these summits to negotiating and implementing international agreements on policy change is ambivalent. Based on an innovative theoretical model the books proposes that states strategically select summits with their specific institutional design for advancing their policy preferences. Developing the route to the summit and the route from the summit as precise causal mechanisms, the author argues that these choices explain the ambivalence of summit involvement. With empirically rich case studies on the Group of 7 (G7) and the European Council, the book provides a rare systematic comparison of different summits. The empirical record shows strikingly similar patterns for the G7 and the European Council, but it also points to variation deserving further attention in the study of summits in different institutional environments. It will be of interest to researchers in International Relations, Global Governance, and European Politics, and those interested in global institutions and decision-making.
