The political and economic geography of Europe is changing - the European Community is expanding its boundaries towards EFTA and is resuming a closer association with Central and Eastern European regions engaged in radical restructuring. As EC integration accelerates there is the prospect of intensified inter-regional competition. This book, divided into five parts, examines in detail the changes and the challenge for policy makers. The introduction draws out the central themes of the book, addressing EC regional performance and future indicators, the enlargement and changing map of Europe and the implications for the EC of Eastern European changes. The second part deals with EC issues, particularly focusing on the economic and spatial impact of European integration. Part 3 addresses Eastern European issues, and Part 4 covers the Peripheral Regions. The final part is devoted to a policy debate, concluding with a policy agenda for the forthcoming decade.

Focusing upon the emerging patterns of unity and diversity in the enlarged European Union, this study explores enlargement from the East and the impact this will have on the future identity of Europe.

Increasingly, policies and laws commonly agreed within the EU shape the political and economic scenarios of nation states in Europe. European Union Enlargement offers an intense and detailed analysis of the almost ten-year process of preparing and negotiating the accession of Eastern, Southeastern, and Central European countries, as well as Mediterranean countries to the European Union. In the end, ten joined in 2004, with two more to follow in 2007. European Union Enlargement was written by two diplomats who were directly involved in that process. Sajdik and Schwarzinger relate their first-hand experience of proceedings that occurred behind closed doors. They detail how the vision of adding some countries gradually developed into the concrete policy intended to enlarge the European Union. A special chapter explains the Accession Process as well as the Union's strategy that prepared the candidate countries, in legal and economic terms, for membership. The authors describe in detail the complex negotiations that occurred from 1998 to 2002. These include activities of EU member states as well as the European Commission with respect to the candidate countries. They further offer a brief analysis of future possibilities of EU-accession by Balkan nations and Turkey. A number of topical chapters deal with particular key issues involved in the process: free movement of workers, agriculture, financing of the enlargement, transport, and nuclear safety. Other chapters deal with the enclave of Kaliningrad as well as the Stability and Association Pact for South East Europe. In addition to providing key information about the process, this volume is also a case study of European policies and diplomatic practice. The enlargement negotiations from 1998 to 2002 were the most complex ones the European Union had ever conducted. In consequence, this work gives insight into the working methods of both the institutions in Brussels and of the representatives of the member states that made them a success. It will be of interest to those concerned with European politics, international organizations, and area studies.

Do they take jobs away from the natives? And will the source countries suffer from severe brain drain or demographic instability? In a timely and unprecedented contribution, this book integrates what is known about post-enlargement migration and its effects on EU labor markets. Based on rigorous analysis and hard data, it makes a convincing case that there is no evidence that the post-enlargement labor migrants would on aggregate displace native workers or lower their wages, or that they would be more dependent on welfare. While brain drain may be a concern in the source countries, the anticipated brain circulation between EU member states may in fact help to solve their demographic and economic problems, and improve the allocative efficiency in the EU. The lesson is clear: free migration is a solution rather than a foe for labor market woes and cash-strapped social security systems in the EU.
