This book analyses Russia-Europe/EU relations by exploring their practical essence and conceptualizing them in terms of the main categories of international relations research. It argues that the liberal world order, established in Cold War days, whereby international relations are underpinned by a global balance of power and a highly institutionalized framework of international relations, thereby balancing power and morality, continued after the Cold War, with high hopes in the early 1990s for a new order of security and cooperation for all Europe, including Russia. It goes on to show how the liberal world order has broken down, one manifestation of this being the new conflict between Russia and Europe in recent years, a conflict resulting from the failure of European countries/the EU to acknowledge the actual balance of military, economic and political power, the lack of limits on the policy of European countries in terms of infringing on Russia’s interests, and Russia’s consequent revision, after 1999, of its policy of co-operation. Overall, the book provides huge insight into the nature of Europe-Russia relations.

Russia and the Question of World Order engages with three sets of questions that cut to the heart of the ongoing debate about Russia’s role in the present world order. Firstly, the book asks what are Russia’s aims and objectives? Is Russia a highly revisionist power bent on overturning established rules and institutions, or is it best understood as a country with limited ambitions? Secondly, contributors ask what factors shape Russia’s views on the global order and its foreign policy choices? And finally, they ask what are the consequences of Russia’s actions for the existing international order? To answer these questions the book brings together scholars who analyse Russia’s world order policies through the lenses of different theoretical approaches, including the English School, E.H. Carr’s classical realism, social constructivism, and a long durée perspective. Examining Russia’s role in the present world order, with a special focus on Moscow’s relations with the US, China, and the EU, Russia and the Question of World Order will be of great interest to scholars of international relations and Russian foreign policy. The chapters were originally published as a special issue of European Politics and Society.

The ‘Liberal World Order’ (LWO) is today in crisis. But what explains this crisis? Whereas its critics see it as the unmasking of Western hypocrisy, its longstanding proponents argue it is under threat by competing illiberal projects. This book takes a different stance: neither internal hypocrisy, nor external attacks explain the decline of the LWO – a deviation from its original lane does. Emerged as a project aiming to harmonize state sovereignty and the market, through the promotion of liberal democracy domestically, and free trade and economic cooperation internationally, the LWO was hijacked in the 1980s: market forces overshadowed democratic forces, thus disfiguring the LWO into a Neoliberal Global Order. The book advocates for a revival of its original intellectual premises, that in the aftermath of World War II marked the zenith of political modernity.

This volume explores the Western-led liberal order that is claimed to be in crisis. Currently, the West appears less as a modernizing or civilizing entity leading the way and more as being engulfed in a deep crisis. Simultaneously, the West still appears to be needed in order to imagine the global order by promoters of liberal peace as well as its opponents. This book asks how and why “crisis” is needed for constituting “the West,” liberal, and global order and how these three are conjoined and reinvented. The book encompasses narratives endorsing and rejecting the West and the liberal international order, as well as alternative visions for a post-Western world conceived within the rising and challenging powers. The study is of interest to scholars and students of international relations, critical security studies, peace and conflict research, and social sciences in general.

This research paper argues that by countering the threat posed by Putin's Russia, we can achieve a stronger transatlantic relationship that will ultimately lead to a Renaissance of the West and serve as foundation for a continued global liberal order.

This open access book aims to emphasize the potential for Japan, Europe and Indo-Pacific countries including the US to respond to shared domestic and international challenges on finding joint ways to uphold and develop the liberal international order (LIO) in the Asian Pacific region and the world. It explores how these countries and the region (the EU) can work together to promote solidarity and cooperation to advance democratic standards and rules-based norms globally. The US understands the LIO in a political sense and centers its focus on democracy, aiming to build a coalition of democracies opposed to China and Russia which represent a kind of authoritarian axis. The US aims both to defend the LIO and respond to the China challenge and to build a coalition of countries that will do both. In contrast European countries aim at defending the “rules-based order”—a term preferred because they fear that the concept of the LIO might alienate or antagonize non-democratic countries. They face a dilemma between working with China to reform the LIO or, in seeking to defend it from China, excluding China. Germany and France differ regarding whether to play a passive or active role in the Indo-Pacific, the former choosing to preserve peace and stability for continued exports, and, until recently, doing little to contribute to security. Its views echo those of the ASEAN countries, which are unable or unwilling to take an active role in protecting the LIO. On the contrary France, along with the UK, actively carries out presence operations in the Indo-Pacific. Rather than upholding US dominance, France supports a multipolar order that will also reduce China’s influence in the region, with France acting as a balancing power and offering an alternative to the choice between China and the United States. Japan and India show interest in European views with the former leaning more toward its allies, the US and AUKUS, and the latter seeing Europe less as an alternative to the status quo and more as a complement of QUAD. This book concludes that the US needs to build coalitions rather than forcing allies and neighbors to choose sides, while Japan, Asian countries, and Europeans should more actively reform the LIO.
