Illustrated with pioneering maps and with country analyses from a network of researchers from across the Mediterranean, this book takes a territorial approach as a way toward a shared vision for a truly integrated Euro-Mediterranean region. At a time when the region is undergoing rapid change, the main goal of the book is to challenge misconceptions with common geographic data on issues such as transport, energy, agriculture, water and to suggest avenues for policies common to Europe and its southern neighbours.

In the context of the enlargements of 2004 and 2007 the European Union needed a concept for the future relationship with its new neighbours. The result was the development of the European Neighbourhood Policy (ENP). In return for sharing European values and effectively implementing political, economic and institutional reforms, the EU offers economic incentives and closer ties to its eastern and southern neighbours. The ambitious objective of promoting stability, security and prosperity beyond its own borders raises questions about the Union's intentions, means and likely success. This volume analyses the logic and institutional origins of the ENP and provides a critical assessment of the promises and prospects of the EU's broader neighbourhood policies. It does so both from an issue-oriented perspective (e.g. security, visa policy, trade, aid, human rights, good governance) and a regional standpoint: eastern Europe, the Mediterranean, the Western Balkans and Russia.

First published in 1981 The European Community and its Mediterranean Enlargement examines the background to the economic developments in Greece, Spain and Portugal, their relationship with the Community and the political and economic interests at issue during negotiations. At the same time the study of enlargement provides an excellent opportunity for a critical appraisal of existing Community policies (especially those affecting industry and agriculture) and a discussion of likely future developments and pressures for change within the context of the ‘Community of Twelve’. Loukas Tsoukalis combines a thorough familiarity with Community affairs with a good knowledge of Southern Europe and the ability to work in several European languages. This book crosses many disciplinary boundaries and is a must read for scholars and researchers of European politics, European Union, international relations and European history.

This book addresses the EU’s engagement with the Southern Mediterranean. It examines the involvement of EU institutions in member states’ approach to relevant policy issues within the European Neighbourhood Policy, and how such involvement affects the EU’s overall cooperation with countries in the Southern Mediterranean region. In particular, the book offers an assessment of the nature and development of integration in the EU’s approach to trade and economic development, energy security, counterterrorism, irregular migration and asylum, and maritime security. In doing so, it not only provides a precise and thorough overview of the institutional practices underpinning the EU’s engagement with the Southern Mediterranean, but also sheds light on the EU’s evolution beyond the regulatory polity model.

With a Foreword by Herman Van Rompuy, President of the European Council The European Union’s neighbouring countries to the south and the east of the Mediterranean have never been able to establish a regional form of integration of their own. Instead, the Maghreb, Mashreq and Israel have always vied for a stake in the EU internal market. At the beginning of the European integration process, the Mediterranean neighbours were offered few economic advantages. Confronted with emerging trading powers such as China and Russia in the 1990s, the EU changed tack and sought increased levels of integration of the Mediterranean countries into its internal market. This book offers the first comprehensive overview and analysis of policies and instruments employed to integrate the Mediterranean countries in the EU internal market. In particular, the author examines the Euro-Med Partnership, the European Neighbourhood Policy, the ‘Barcelona Process: the Union for the Mediterranean’, the Euro-Med Association Agreements, and the ENP Action Plans. Combined with a thorough analysis of the most relevant case law of the European Court of Justice concerning the Euro-Med movement of goods, services, capital and persons, the author establishes a complete and up-to-date state of the integration of the Mediterranean countries with respect to the four above-mentioned fundamental freedoms of the EU internal market. The book will be an important resource and a tool for decision-makers, officials and academics involved in the external relations of the EU and the export of the internal market acquis. Dr. KarolienPieters is a senior research fellow in EU law and a member of the Centre for the Law of EU External Relations (CLEER) at the T.M.C. Asser Instituut in The Hague.
