European Party Politics In Times Of Crisis

A study of party competition in Europe since 2008 aids understanding of the recent, often dramatic, changes taking place in European politics.

Populism is booming across all the nuances of the political spectrum. It occupies relevant positions in national parliaments, in governmental coalitions with mainstream parties or as successful challengers of the political status quo. This volume sheds new light on the topic from different methodological and theoretical angles and offers evidence from a variety of cases on the ‘why’ and ‘how’ questions on populism’s emergence and consolidation in Europe over the past 30 years. The volume, composed of eight chapters, investigates how different populist parties in the European Union have been affected by the various crises, disentangling the role of the Great Recession vis-à-vis other factors (such as political and party system factors, but also structural social changes or cultural opportunities) in the growing strength of populist parties in various European countries. More specifically, the volume aims are to: promote critical discussion on the concept of populism, reflecting on its conceptual ‘usability’ beyond the traditional party families to which it is usually related; use a preliminary theoretical clarification to shed new light on the different ways in which populism has been articulated in the various European countries (either in Continental and Southern Europe, or in the lesser known and studied East-Central countries) since the economic crisis, which has acted as an external shock for many party systems, either giving birth to new political actors or consolidating existing ones; investigate the connections between populism and the national contextual political and cultural specificities that can determine the development of different types of populisms across countries, elaborating on different ‘configurations’ of triggering conditions for populism and reflecting on the limitations of a discrete conceptualisation of the phenomenon. The chapters in this book were originally published as a special issue of West European Politics.

This book assesses the many changes that have occurred within the European Parliament and in its external relations since the Lisbon treaty (2009) and the last European elections (2014). It is undoubtedly the institution that has evolved the most since the 1950s. Despite the many crises experienced by European integration in the last years, the Parliament is still undergoing important changes in its formal competences, its influence on policy-making, its relations with other EU institutions, its internal organisation and its internal political dynamics. Every contribution deals with the most recent aspects of these evolutions and addresses overlooked topics, providing an overview of the current state of play which challenges the mainstream intergovernmental approach of the EU. This project results from research conducted at the Department of European Political and Governance Studies of the College of Europe. Individual research of several policy analysts of the European Parliamentary Research Service (EPRS) have contributed to this endeavour.

Party systems are crucial elements for the functioning of political systems and representative democracies. With several European countries experiencing significant changes recently, it is necessary to update our knowledge. This volume analyses party system changes in Europe in the 21st century by considering several dimensions such as interparty competition, the cleavage structure, electoral volatility and the emergence of new actors. Europeanness is challenged by the multiple crises and debates happening across the continent. There is long-standing disagreement over Europe’s boundaries, and politicians and citizens continually reflect on the EU’s past, present and future. This book analyses such reflections and political struggles in a variety of national and local contexts.

In recent years the financial and economic crisis of 2008–9 has progressed into an equally important political and democratic crisis of the EU. These troubled times have set the framework to re-assess a number of important questions in regard to representative democracy in the EU, such as the normative foundation of political representation, the institutional relationship between representatives and represented, the link between democracy and representation and new arenas and actors. This book examines the diverse avenues through which different sorts of actors have expressed their voices during the Euro crisis and how their various interests are translated into the decision-making process. It offers a state-of- the-art assessment of what political representation means in this context as well as a contribution to the ‘representative turn’ in democratic theory. The authors address three key themes: • The main actors and channels of political representation in the EU. • Interlocking levels of representation in the EU and the way in which national and supranational representation works. • How the European institutional system represents EU citizens through law and administration.
