Europeanisation And Memory Politics In The Western Balkans

This volume explores how the process of European integration has influenced collective memory in the countries of the Western Balkans. In the region, there is still no shared understanding of the causes (and consequences) of the Yugoslav wars. The conflicts of the 1990s but also of WWII and its aftermath have created “ethnically confined” memory cultures. As such, divergent interpretations of history continue to trigger confrontations between neighboring countries and hinder the creation of a joint EU perspective. In this volume, the authors examine how these “memory wars” impact the European dimension - by becoming a tool to either support or oppose Europeanisation. The contributors focus on how and why memory is renegotiated, exhibited, adjusted, or ignored in the Europeanisation process.

This book provides a critical understanding of Europeanization and statebuilding in the Western Balkans, using the notion of everyday practices. This volume argues that it is everyday and mundane events which provide the entry points to showcase a broader set of practices of Europeanization in countries outside the EU. It does this by tracing notions of Europeanization in the everyday statebuilding of Kosovo; Europe Day celebrations in Bosnia and Herzegovina; urban politics in Tirana; and space and place making in Skopje. In doing so, the book shows that everyday events tell us that as much as it is about changing structures, institutions and economic models, Europeanization is also about changing behaviours and ideas in populations at large. At the same time, the work shows that countries outside the EU use everyday events to perform their belonging to Europe. This book will be of much interest to students of European Studies, Balkan politics, statebuilding, and International Relations generally.

This book considers the sensitive heritage elements linked to the very issue of the origins of nations. Beliefs, rituals, and traditional knowledge are examples of intangible cultural heritage (ICH), which communities globally regard as the core of their cultural identity. When it is unclear which element of heritage “belongs” to whom, like in the Western Balkans, where the majority of heritage elements are shared, ICH disputes exacerbate conflict. Its mishandling is especially acute when minority heritage is excluded from governmental cultural policies. With a focus on Serbia, Croatia, Bosnia and Herzegovina, and Montenegro, this book has a global thematic scope, theoretical depth, and policy relevance to the scholars of anthropology and heritage studies as well as to those interested in cultural diversity, human rights, and cultural and educational policies. This book charts and traces state-mandated or state-encouraged “patriotic” histories that have recently emerged in many places around the globe. Such “patriotic” histories can revolve around both affirmative interpretations of the past and celebration of national achievements. They can also entail explicitly denialist stances against acknowledging responsibility for past atrocities, even to the extent of celebrating perpetrators. Whereas in some cases “patriotic” history takes the shape of a coherent doctrine, in others they remain limited to loosely connected narratives. By combining nationalist and narcissist narratives, and by disregarding or distorting historical evidence, “patriotic” history promotes mythified, monumental, and moralistic interpretations of the past that posit partisan and authoritarian essentialisms and exceptionalisms. Whereas the global debates in interdisciplinary memory studies revolve around concepts like cosmopolitan, global, multidirectional, relational, transcultural, and transnational memory, to mention but a few, the actual socio-political uses of history remain strikingly nation-centred and one-dimensional. This volume collects fifteen caste studies of such “nationalizations of history” ranging from China to the Baltic states. They highlight three features of this phenomenon: the ruthlessness of methods applied by many state authorities to impose certain interpretations of the past, the increasing discrepancy between professional and political approaches to collective memory, and the new “post-truth” context. This book will be of interest to students and researchers of international politics, the radical right and global history. This book explores the politics of memory in Southeastern Europe in the context of rising populisms and their hegemonic grip on official memory and politics. It speaks to the increased political, media and academic attention paid to the rise of discontent, frustration and cultural resistance from below across the European continent and the world. In order to demonstrate the complexities of these processes, the volume transcends disciplinary boundaries to explore memory politics, examining the interconnections between memory and populism. It shows how memory politics has become one of the most important fields of symbolic struggle in the contemporary process of "meaning-making," providing space for actors, movements and other mnemonic entrepreneurs who challenge and point to incoherencies in the official narratives of memory and forgetting.
