Europeanization Institution Identities And Citizenship

The theme of Europeanization has, in recent years, come to figure prominently in a wide range of social science analyses concerning both the process of European integration and broader patterns of change in contemporary Europe. Yet, though increasingly a staple of academic discourse, no widely accepted definition of the term has emerged. This volume of the European Studies represents one of the first interdisciplinary attempts to examine the manifold uses and possibilities of a Europeanization problematic. An international team of contributors drawn from the disciplines of Politics, Sociology, History, Anthropology, and Law explore processes of institution-building and identity formation through the optic of Europeanization. Their work offers new insights as regards the development of European integration, pointing particularly to the need for a genuinely interdisciplinary European Studies which encompasses, but is not limited to, the study of the European Union.

The central concern ofThe Europeanization of National Polities? is to know and describe how far EU 'legal' citizens feel that they are actually part of a functioning European political system and how much they think of themselves as EU citizens. The authors report evidence of the levels of European identity, sense of EU representation and preferences for EU policy scope among European mass publics, which are the main dimensions of EU citizenship. The analysis uses a new comparative dataset on EU attitudes derived from a survey in 16 EU countries plus Serbia in 2007. This study shows that, despite initial expectations, levels of European identity, sense of EU representation, and preferences for EU policy scope among European mass publics did not display a strong trend in any particular direction during the period between 1975 and 2007. However, there are interesting variations in these measures of EU citizenship both across individuals and across countries that are described and explained by reference to a series of relevant hypotheses. The book pays particular attention to the inter-linkages among the three dimensions of citizenship itself. EU identity, representation and scope are all reciprocally related, but the representation dimension is key to the development of a generalised sense of a sense of citizenship at the EU level. This in turn places a significant premium on the need to address popular doubts about the EU's 'democratic deficit'.

The connection between immigration and citizenship in Europe is an increasingly important issue. This timely and informative book investigates three main aspects of the issue: the degree to which European citizenship encourages the development of a European identity; the impact of European citizenship at the nation-state level in Italy and the UK in regard to domestic policy-making in the areas of immigration and citizenship; and what is needed to make a supranational citizenship work in practice. Fiorella Dell'Olio examines changes in laws on citizenship, nationality, and immigration in Italy and the UK, and assesses the relationship between the political conceptualization of European citizenship and the public response as revealed by opinion polls. She argues that the establishment of a European citizenship has reinforced the ideology of nationality in both Italy and the UK and that it consequently has failed to forge a European identity.

This original work explores the increasingly important phenomenon of the formation of transnational identity. Considering the ongoing relevance of the European Union, the contributors ask a series of intriguing questions: Is a European identity possible? How are the various types of European identity formed and maintained? How are these identities linked to the process of European integration? Examining the psychological, institutional, and political mechanisms that encourage or impede identification with transnational groups, the book considers these theoretical questions in light of new evidence drawn from a rich body of primary research, including field experiments, in-depth interviews with elites, and public opinion surveys. Brought together for the first time, social psychologists, sociologists, political scientists, and ethnographers share their theoretical and methodological perspectives in tackling the common issues surrounding the emergence of "European" as a political identity. Paying special attention to the role of the institutions of the EU, the authors investigate the impact of neo-functionalist strategies and find that the processes of identity formation are far more complicated than can be explained by material and institutional factors alone. The modern liberal idea of citizenship is constructed by a fixed notion of identity which gains meaning through a number of binary oppositions, such as we/ they, citizen/ foreigner, self/ other and so forth. Defined by these binaries, where the first term is perceived as dominant because it is considered to be derived from reason, the fixed notion of identity inevitably produces exclusion and marginalization. Importantly, the postmodern concept of citizenship stems from a critique of these essentialist and universalist conceptions of identity. This book is the first monograph to systematically explore the relationship between citizenship and collective identity in the European Union, integrating two fields of research – citizenship and collective identity. Karolewski argues that various types of citizenship correlate with differing collective identities and demonstrates the link between citizenship and collective identity.
