Evaluation Of The Undp Strategic Plan And Global And Regional Programmes

IEO and UNDP carried out an ‘Evaluation of the UNDP Strategic Plan, Global Programme, and Regional Programmes (2014-17)’ with the purpose of strengthening UNDP accountability to global and national development partners, supporting the development of the next Strategic Plan, and supporting organizational learning. The evaluation was designed to inform both internal and external stakeholders of how UNDP is addressing development challenges. The evaluation assessed the outcomes of the Strategic Plan, and the implementation of global, regional and country-level programming, to ascertain whether UNDP is making progress in achieving its stated goals, and whether the Strategic Plan, Global Programme, and Regional Programmes are serving as effective tools for organizing and guiding UNDP programming and activities.

The report focuses attention on key aspects of United Nations Development Programme's work under the current strategic plan, and considers the way the UNDP, as an essential UN organisation, provides programme support to partner governments. The assessment was carried out during a time of significant restructuring and reorganization at UNDP, designed to strengthen organizational effectiveness and further enhance the contribution of UNDP to development. The evaluation examines the processes and effects of this reorganization through collaborative work undertaken with the UNDP office of Audit and Investigations, and also looks at the results that have been delivered during this challenging period. The UNDP programme portfolio spans about 170 countries and territories, and covers a wide ranging and complex set of issues.

Regional cooperation has immense potential Countries are collaborating to address challenges that cannot be addressed individually and on regional public goods. New forms of cooperation are taking place with the emergence of new regional and subregional groupings. UNDP, since its inception, has supported regional cooperation through its regional programmes and engagement with regional bodies. UNDP itself is structured along regional lines with five regional bureaux and has also established a presence in all five regions through regional service centres that support country and regional programmes. The evaluation concluded that UNDP regional programmes have made significant and long-standing development contributions. They promoted cooperation among countries in building regional and national institutions as well as addressing cross-border and common challenges. The regional service centres have provided useful and much-appreciated technical support to country offices. However, in all regions, the contribution to results has been affected by fragmentation of regional programmes, insufficient linkages with national programmes, and time-frames that have not taken into account the need for long-term capacity development. UNDP has yet to develop an explicit, holistic and strategic business model that addresses critical capacity in country offices, the provision of supplementary technical support to country offices, management of the regional programme, support to UN coordination at the regional level, and the grounding of corporate positioning in regional knowledge. The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) carried out an evaluation of UNDP contribution to anti-corruption and governance integrity in a development context in 2015. The evaluation assesses UNDPs contribution to strengthening national capacities in anti-corruption and governance integrity. This includes an assessment of UNDPs contribution to global and regional level debates and advocacy. Given the thrust to anti-corruption and governance in the Sustainable Development Goals, the evaluation will contribute to UNDPs anti-corruption and governance integrity programme strategy.

This handbook seeks to address new directions in planning, monitoring and evaluation in the context of the United Nations Development Program (UNDP) corporate strategic plan, the requirements of the UNDP evaluation policy approved by the Executive Board in 2006 and the United Nations Evaluation Group (UNEG) 'Standards for Evaluation in the UN System'2. The annual report on evaluation for 2016 assesses the progress made by the Independent Evaluation Office of United Nations Development Programme (UNDP), programme and policy units at UNDP headquarters, UNDP country offices and the evaluation units of the associated funds and programmes in fulfilling the evaluation function outlined in the UNDP evaluation policy. The report also presents key findings and lessons learned from independent evaluations conducted by the Independent Evaluation Office in 2016. It also sets out the programmes of work for 2017-2018 for the Independent Evaluation Office of UNDP.

This evaluation of UNDP’s contribution to disability inclusive development is part of the work programme for the Independent Evaluation Office approved by the Executive Board in 2014/2015 (DP 2014/5). It provides an assessment of UNDP contribution to disability inclusive development during the period 2008-2016, corresponding to the current and past UNDP strategic plans, and to the period within which the UN Convention on the Rights of Persons with Disabilities (CRPD) has been in force.

Recognizing that institutional effectiveness is important to both UNDP’s audit and evaluation functions, the Directors of IEO and Office of Audit and Investigations (OAI) undertook the Assessment of UNDP’s Institutional Effectiveness jointly, using both audit and evaluation methods. The UNDP Evaluation Policy and OAI Charter share the same purpose of supporting UNDP through oversight, review of governance, risk management practices and institutional learning. This Assessment report encompasses the joint findings and conclusions of the two offices for presentation to the Executive Board in 2017. The objective of this evaluation is to assess the extent to which policy and organizational measures, including the associated restructuring process, have enhanced or have the potential to enhance UNDP’s ability to deliver higher quality programmes and UNDP’s institutional effectiveness.
