Evolving European Perceptions Amidst Asian Neighbours

This book identifies the formation, development and changes in New Zealand perceptions of its Asian neighbours, the work of which is based mainly on New Zealand sources—newspaper reports, Government and Parliamentary papers and documents from New Zealand individuals and organisations. The target audience is those with interest in how European perceptions of Asia were formed in the 19th century and Asia's response to those perceptions and how a country with a strong European culture copes with the need to better integrate with Asian neighbours.

This book explores the transformation of the American-led alliances, as well as of US allies’ responses to potential American disengagement from regional security amid the rising Russian and Chinese threats. The post-Cold War international order has led to three challenges for the West. The first challenge was the ending of the Cold War, which had served as the fundamental rationale of the US-centred alliance systems in both Europe and Asia. The second challenge was that while the fear of US disengagement in the post-Cold War era was initially about its political willingness, the relative decline of the US has gradually turned the question into that of capability. And the third challenge is that for the first time since very long, a war in which one of the great (nuclear) powers is involved takes place on European territory. In Europe, the immediate consequence of the war has been a strengthening of NATO. In Asia and the Indo-Pacific, regional reactions to the war have been much more muted, for the division between “friends and foes” remains less clear-cut than in Europe. The chapters in this volume bridge the dynamics in the European and Asian theatres and provide a comparative framework for examining security alignments amid the shifting strategic context of the Indo-Pacific. With 4 new chapters and a revised Introduction, this book will be of great interest to students and researchers of Politics and International Relations, Asian and European studies. India and the European Union bear a particular responsibility: as international relations change, not least because of the global COVID-19 pandemic, the two largest democracies in the world have the unique potential to jointly demonstrate that trusting cooperation and mutual understanding are both indispensable and fruitful—all the more so in the context of increasing national egoism and disregard for the fundamental principles of multilateralism. This realisation is not new. Believing in the necessity and mutual benefit of close cooperation, India and the EU struck a strategic partnership in 2004. But resounding success in forging closer bilateral ties and promoting an inclusive, rules-based global order has proved elusive. Since 2016, however, the EU’s Global Strategy has offered new opportunities for a restart of European foreign policy, envisaging new partnerships and recalibrating existing ones. On India’s part, too, changing stances have presented new openings—with New Delhi criticising protectionism and calling for a strengthening of multilateralism. This timely book scrutinises the status quo and the future potential of revitalised EU-India relations. By exploring and analysing conceptual approaches to and key dimensions of the strategic partnership, including trade, climate policy and development cooperation, it evaluates the prospects for future cooperation. Lastly, it offers policy recommendations for advancing the partnership between India and the EU.

Asia's new prominence in the world arena is likely to reshape the configuration of forces in the international system and Russia's interaction with Asia is poised to become one of the defining elements of world politics at the turn of the century.
