"On 25 September 2015, the 193 member states of the United Nations adopted the 2030 Agenda for Sustainable Development, including 17 Sustainable Development Goals (SDGs) with 169 targets and 230 indicators. SDG 14 - Conserve and sustainably use the oceans, seas and marine resources for sustainable development is one of these goals. The Food and Agriculture Organization of the United Nations (FAO) is the custodian agency for four of the ten SDG 14 indicators, including SDG 14.b.1 - Progress by countries in the degree of application of a legal/regulatory/policy/institutional framework which recognizes and protects access rights for small-scale fisheries. FAO is custodian agency for several SDG indicators, including SDG target 14.b that aims to “Provide access for small-scale artisanal fishers to marine resources and markets”. The related indicator is SDG Indicator 14.b.1, “Progress by countries in adopting and implementing a legal/regulatory/policy/institutional framework which recognizes and protects access rights for small-scale fisheries”. The 32nd Session of the Committee on Fisheries (COFI) agreed that the data submitted as a result of the Code of Conduct for Responsible Fisheries (CCRF) survey could be applied by member states as a means to report on the SDG indicators. For SDG Indicator 14.b.1, specifically, variables were selected from three of the five CCRF survey questions relating to small-scale fisheries.

Small-scale fisheries (SSF) play an important role in food security and poverty reduction. However, this role is not always recognized and many SSF communities remain marginalized, both with regard to resource management and from a broader social and economic perspective. The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) are the first international instrument dedicated entirely to the immensely important small-scale fisheries sector. The project “Enhancing the contribution of small-scale fisheries to food security and sustainable livelihoods through better policies, strategies and initiatives” is part of the FAO Umbrella Programme for the promotion and application of the SSF Guidelines. The evaluation of this project provides important lessons and recommendations that will inform the formulation and implementation of related on-going projects under the Umbrella Programme, for enhanced promotion and application of the SSF Guidelines. The evaluation found that the project has succeeded in firmly anchoring SSF considerations in the global fisheries policy and research agendas, and in increasing momentum in regional and national awareness of, and commitment to, the SSF Guidelines. The project has allowed a process of consolidation of the trajectory of change initiated with the adoption of the SSF Guidelines, but more time is needed for benefits to trickle to lower levels of governance and to SSF communities themselves.

This diagnostic tool advances the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) through policy and legal frameworks. It is a key tool for use by any actor, including small-scale fishers, who is interested in contributing to the SSF Guidelines operationalization at the national level. By using this tool, users are able to recognize the national policy and legal instruments that are relevant to small-scale fisheries in a country, consistent with the SSF Guidelines. Users are also able to: assess policy coherence for SSF; assess the alignment of national fisheries policy and legal instruments with the SSF Guidelines; identify gaps and strengths in these instruments; and further propose recommendations for improving the existing national policy and legal framework according with the SSF Guidelines.

The Asia Regional Workshop on SDG 14.b and Its Associated Indicator 14.b.1 was organized to: (i) Raise awareness about SDG 14.b and the proposed indicator 14.b.1; (ii) Explore the indicator methodology and related issues on data and information sources, analysis, reporting and validation; this included the use of the e-learning platform specifically created for this proposed indicator; (iii) Share experiences and lessons learned regarding the reporting and validation process and identify reasons for non-reporting and non-validation; and (iv) Identify capacity development needs in relation to reporting and validation on SDG 14.b. The workshop was attended by approximately 60 participants from countries in South and Southeast Asia, invited panellists and FAO officers from Bangkok and Rome. Participating countries constituted Bangladesh, Cambodia, India, Indonesia, Lao People’s Democratic Republic (the), Malaysia, Maldives, Philippines (the), Sri Lanka, Thailand and Viet Nam.

This volume presents North American best practices and perspectives on developing, managing and monitoring indicators to track development progress towards the Sustainable Development Goals (SDGs) in local communities and cities. In 4 main sections, the book presents and frames the many ways in which community indicator programs are either integrating or retooling to integrate the SDGs into their existing frameworks, or how they are developing new programs to track and report progress on the SDGs. This is the first volume that focuses on SDG adoption within the context of North Americans cities and communities, and the unique issues and opportunities prevalent in these settings. The chapters are developed by experienced academics and practitioners of community planning and sustainable development, and will add broad perspective on public policy, organizational management, information management and data visualization. This volume presents a case-study approach to chapters, offering lessons that can be used by three main audiences: 1) teachers and researchers in areas of urban, regional, and environmental planning, urban development, and public policy; 2) professional planners, decision-makers, and urban managers; and 3) sustainability activists and interested groups.
