FAO’s work in Europe and Central Asia and throughout the world is guided by the FAO Strategic Framework, reviewed every four years. In its support for the 2030 Agenda and its drive for a transformation to more efficient, inclusive, resilient and sustainable agrifood systems, the new FAO Strategic Framework 2022–2031 focuses on what are called the four betters – a set of goals that, when implemented, will help ensure that no one is left behind. In each of the FAO programme countries and territories in Europe and Central Asia, the Organization and its many partners achieved great success in 2021 in advancing towards the four betters – better production, better nutrition, a better environment and a better life. This report provides a snapshot of these important efforts and achievements.

The state of food security and nutrition in the world, including that of the Europe and Central Asia region, was marked in 2020 by the outbreak of COVID-19 and resulting disruptions to markets, trade and food supply chains. The pandemic has had a negative effect on food security in the region. It is in this light that the report seeks to assess how food security and nutrition indicators in the region, subregion and countries have changed under the shadow of the pandemic and to monitor the region’s progress towards achieving the SDGs. The first major conclusion is that the subregions (such as the Caucasus and Central Asia) and countries that were already vulnerable before the pandemic became even more so in 2020. The resilience of the Europe and Central Asia region relies mostly on the provision of solid effort in the vulnerable subregions. The second major conclusion is that, although the region was doing better than the world in 2020 in some indicators, there is still an enormous amount of work ahead to achieve the Sustainable Development Goals.

The Food and Agriculture Organization of the United Nations (FAO) commissioned the National Research University Higher School of Economics (HSE) in Moscow to organize the international forum “Food policy, rural development and gender equality in Eastern Europe, Caucasus and Central Asia: current trends and the impact of the COVID-19 pandemic” which took place on 10, 12 and 17 March 2021. This paper is based on the discussions held at the webinars. It identifies and documents the key issues to inform stakeholders, and serves as a reference for the work of FAO and other development actors in the region. The presentations and discussions focused on the role of women in Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan and Turkmenistan) and South Caucasus (Armenia, Azerbaijan and Georgia), but also highlighted cases from the Russian Federation, other Eastern European countries (Belarus, Republic of Moldova and Ukraine), the Western Balkans (Albania, Bosnia and Herzegovina, Montenegro, North Macedonia and Serbia) and Turkey. This summary lists examples of promising practices in the region and beyond to improve the socio-economic opportunities of rural women and young people. In addition, based on the discussions of all three webinars, the summary offers a range of policy recommendations that can be deployed by FAO and Members.

In collaboration with its partners, the Food and Agriculture Organization of the United Nations (FAO) leads the integration, in a structured, holistic and coherent manner, of actions for the conservation, sustainable use, management and restoration of biological diversity across agricultural sectors at national, regional and international levels. Against this background, FAO has developed a series of instruments and tools related to biodiversity for food and agriculture (BFA) that can contribute to the implementation of the FAO Global Strategy on Mainstreaming Biodiversity across Agricultural Sectors, Post-2020 Global Biodiversity Framework and the UN Decade on Ecosystem Restoration 2021–2030, and in alignment with the mitigation and adaptation agenda of the UNFCCC. In line with its programming and operationalization mandate to address regional priorities, the FAO Regional Office for Europe and Central Asia (REU) via the Regional Initiative n°3 on Managing natural resources sustainably and preserving biodiversity in a changing climate, developed the Regional Action plan for biodiversity mainstreaming across agricultural sectors in 17 programming countries of Europe and Central Asia. During 2022–2023, it aims at addressing the priority regional challenges.

On 20 December, the Food and Agriculture Organization of the United Nations (FAO) and oriGIn hosted the online event, Third regional consultation on geographical indications in Europe and Central Asia. Some 111 representatives from 34 countries of geographical indications (GIs) groups, national intellectual property offices and the World Intellectual Property Organization (WIPO), other public authorities (the representatives of ministries for agriculture and the European Commission’s Directorate-General for Agriculture and Rural Development), as well as geographical indication (GI) experts, participated in the event. A discussion paper was presented during the consultation outlining key concepts and global trends concerning GIs today. The empirical material presented in the paper was primarily built on oriGIn and FAO experiences, but also on country studies prepared for the Russian Federation, Republic of Moldova, Georgia, a group of Central Asian countries (Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan), as well as European Union countries (France, Poland, Hungary and Croatia). On behalf of oriGIn – the global alliance of GI – Massimo Vittori, Managing Director, coordinated the activities carried out by oriGIn.

The Europe and Central Asia Regional Synthesis for The State of the World’s Biodiversity for Food and Agriculture summarizes the state of biodiversity for food and agriculture in the region, based largely on information provided in nineteen country reports submitted to FAO as part of the reporting process for the report on The State of the World’s Biodiversity for Food and Agriculture. Biodiversity for food and agriculture is the diversity of plants, animals and micro-organisms at genetic, species and ecosystem levels, present in and around crop, livestock, forest and aquatic production systems. It is essential to the structure, functions and processes of these systems, to livelihoods and food security, and to the supply of a wide range of ecosystem services. It has been managed or influenced by farmers, livestock keepers, forest dwellers, fish farmers and fisherfolk for hundreds of generations. The report was originally prepared as supporting documentation for an informal regional consultation on the state of Europe and Central Asia’s biodiversity for food and agriculture, held in Bonn, Germany, in April 2016. It was later revised based on feedback received from the participants of the informal consultation. It provides a description of the drivers of change affecting the region’s biodiversity for food and agriculture and of its current status and trends. It also discusses the state of efforts to promote the sustainable use and conservation of biodiversity for food and agriculture in the region, including through the development of supporting policies, legal frameworks, institutions and capacities.
