Asia has already risen by most hard-power measures. But without an understanding of the downsides of Asia’s rise, the conventional narrative is incomplete, misleading, and inaccurate. Chung Min Lee explores the fundamental dichotomy that defines contemporary Asia. While the region has been an unparalleled economic success, it is also home to some of the world’s most dangerous, diverse, and divisive challenges. How the strategically consequential Asian states manage to ameliorate or even overcome traditional geopolitical tinderboxes across the Taiwan Strait, the Korean Peninsula, and the Indian subcontinent and new zones of strategic competition such as the South China Sea is to going to have a profound impact on the shaping of regional order well into the 21st century.

In the region of Central Asia and South Caucasus, what is the potential for armed conflict, and how might such outbreaks escalate to a level that could involve U.S. forces? This book documents experimentation with various policy and governance approaches that produce structural differences in the composition and organisation of Asia’s higher education systems. In view of the wide variation in the public and private provision of higher education, it showcases how issues of access, equity and modes of participation are addressed, how institutional and programme quality are managed and how academic labour is treated and developed. The book both maps these differences and analyses the country-level dynamics, policy approaches and the problems faced by a variety of states in Asia in the race to develop competitive higher education systems. Gulf stability is coming to play a larger role in the foreign policy calculus of many states, but the evolving role of Asian powers is largely under-represented in the International Relations literature. The underlying assumption is not that Asian powers have already become important security actors in the Gulf, but rather that they perceive the Gulf as a region of increasing strategic relevance. For a state that has gained a global reputation as a violator of international norms, not least through its unwavering pursuit of nuclear weapons, North Korea's determination to become a nuclear-armed state is puzzling. If nuclear weapons beget security, insecurity, and other costs for the state, how might we understand this pursuit, and the delinquent behaviour that has arisen from it? In North Korea and the Global Nuclear Order, Edward Howell offers an answer to this question, focusing on North Korea's quest for status in the international system and developing the theoretical framework of 'strategic delinquency'. Featuring previously unpublished and new interviews with international negotiators with North Korea, and drawing upon new academic literature, Howell proffers an original theoretical framework to apply to the North Korean case.
