Financing For Development In Latin America And The Caribbean

Since the early 1990s, the nations of Latin America and the Caribbean (LAC) have joined other developing countries to bring the issue of financing for development to the agenda of the United Nations. Although the discussion had begun earlier in the 1980s, it was not until 1997, when a financial crisis hit many developing countries, that a decision was made to convene an international forum. What is the role and what are the sensitivities and perspectives of LAC in regard to financing for development? This book attempts to provide a comprehensive answer to this question, taking into account the need to prevent external crises in the future, to reduce the vulnerability of the region, to reform the international financial system, and to minimize the social impact of these factors.

The coronavirus disease (COVID-19) pandemic is the worst global crisis since the Second World War. It has had devastating economic and social effects across the globe, with greater intensity in developing countries, that will likely extend into the medium and long term. Latin America and the Caribbean, one of the most affected regions in the developing world, registered in 2020 the worst economic contraction on record (-6.8%), which has caused a significant increase in the unemployment rate (8.1% and 10.7% in 2019 and 2020, respectively, representing 44 million people) and poverty levels (the number of people living in poverty rose from 185.5 in 2019 to 209 million in 2020). Moreover, the sharp decline in investment (-20% in real terms) will severely hamper future capital accumulation, as well as the ability of the region's economies to generate growth and employment and recover.

Published since 1948, This is the sixty-eighth edition of the Economic Survey of Latin America and the Caribbean, which corresponds to the year 2016, consists of three parts. Part I outlines the region’s economic performance in 2015 and analyses trends in the first half of 2016, as well as the outlook for the rest of the year. It examines the external and internal factors influencing the region’s economic performance and highlights some of the macroeconomic policy challenges that have arisen in an external context of weak growth and high levels of uncertainty. Part II analyses the challenges that the countries of Latin America and the Caribbean face at the domestic and international levels in mobilizing financing for development. On the domestic front, slower growth and tighter fiscal restrictions pose significant challenges for the mobilization of resources. Externally, the classification of many of the region’s countries in the middle-income category limits their access to concessional external financing or international support. Part III of this publication contains the notes relating to the economic performance of the countries of Latin America and the Caribbean in 2015 and the first half of 2016, together with their respective statistical annexes. This paper examines the state of financial development in the Latin America and Caribbean (LAC) region as well as potential growth and stability implications from further development. The analysis suggests that access to financial institutions has expanded notably in the past decade, and the region compares favorably with other emerging market regions on this dimension. The region, however, continues to lag behind peers on broader financial development, especially with respect to markets, though there is substantial heterogeneity across countries. Financial systems in many LAC countries are also underdeveloped relative to their macroeconomic fundamentals. Further financial development could convey net benefits to the region, provided there is adequate regulatory oversight to prevent excesses.

During the 1980s and 1990s, financial sectors were the Achilles heel of economic development in Latin America and the Caribbean (LAC). Since then, these sectors have grown and deepened, becoming more integrated and competitive, with new actors, markets, and instruments springing up and financial inclusion broadening. To crown these achievements, the region s financial systems were left largely unscathed by the global financial crisis of 2008 09. Now that the successes of LAC s macrofinancial stability are widely recognized and tested, it is high time for an in-depth stocktaking of what remains to be done. Financial Development in Latin America and the Caribbean: The Road Ahead provides both a stocktaking and a forward-looking assessment of the region s financial development. Rather than going into detail about sector-specific issues, the report focuses on the main architectural issues, overall perspectives, and interconnections. The report s value added thus hinges on its holistic view of the development process, its broad coverage of the financial services industry beyond banking, its emphasis on benchmarking, its systemic perspective, and its explicit effort to incorporate the lessons from the recent global financial crisis. Financial Development in Latin America and the Caribbean: The Road Ahead builds on and complements several overview studies on financial development in both LAC countries and the developing world that were published in the past decade. It will be of interest to policy makers and financial analysts interested in improving the financial sector in the LAC region.

Latin American and Caribbean countries are the most urban in the developing world and have very high home ownership rates. However, many of the region's inhabitants are still poorly housed. This book examines three key contributing issues: high housing prices relative to family income, lack of access to mortgage credit, and high land prices.
