Fisheries And Uncertainty

This book really began in 1980 with our first microcomputer, an Apple II +. The great value of the Apple II + was that we could take the computer programs we had been building on mainframe and mini-computers, and make them available to the many fisheries biologists who also had Apple II + 's. About 6 months after we got our first Apple, John Glaister came through Vancouver and saw what we were doing and realized that his agency (New South Wales State Fisheries) had the same equipment and could run the same programs. John organized a training course in Australia where we showed about 25 Australian fisheries biologists how to use microcomputers to do many standard fisheries analyses. In the process of organizing this and sub sequent courses we developed a series of lecture notes. Over the last 10 years these notes have evolved into the chapters of this book.

The recent catastrophe in Atlantic fisheries resource management has important national and international implications that we would ignore at our peril. While Atlantic Canada is the specific focus of the papers in this book, the problems addressed are global. A fundamental reorientation of the economics of fisheries management is needed in which far greater prominence is given to the role of uncertainty.

Fisheries and natural resource managers and policymakers need more efficient procedures for identifying sources of variability in ecosystems (natural and managed) and assessing uncertainties of managing and making decisions for developing and implementing river restoration strategies. This book seeks to integrate perspectives on variability of physical and biological functions and concepts of uncertainty in natural and managed systems, into strategies for renewing and conserving river ecosystems. The book explores approaches to understanding and communicating the processes contributing to the variability of different types of river systems, and to assessing major sources of uncertainty in natural and managed river ecosystems.

This vol ume contains the proceedings of the second U. S. -Austral ia workshop on Renewable Resource Management held at the East-West Center, Honolulu, Hawaii, December 9-12, 1985. The workshop was jointly sponsored by the National Science Foundation (USA) and the Department of Science and Technology (Austral ia) under the U. S. -Austral ia Cooperative Science Program. The objective of the workshop was to focus on problems associated with the management of renewable resource systems. A particular emphasis was given to methods for handling uncertain elements whieh are present in any real system. Toward this end, the partiei pants were chosen so that the collective expertise included mathematical modeling, dynamical control/game theory, ecology, and practical management of real systems. Each participant was invited to give an informal presentation in his field of expertise as related to the overall theme. The formal papers (contained in this vo 1 ume) were written after the workshop so that the authors coul d util ize the workshop experience in relating their own work to others. To further encourage this exchange, each paper contained in this volume was reviewed by two other participants who then wrote formal comments. These comments (with author's reply in some cases) are attached to the end of each paper.
