Information is an element of combat power. Commanders conduct information operations (IO) to apply it. Focused IO-synchronized with effective information management and intelligence, surveillance, and reconnaissance- enable commanders to gain and maintain information superiority. IO is a prime means for achieving information superiority. Users of FM 3-13 must be familiar with the military decision making process established in FM 5-0, Army Planning and Orders Production; the operations process, established in FM 3-0, Operations; and commander's visualization, described in FM 6-0, Mission Command: Command and Control of Army Forces. As the Army's key integrating manual for IO, this manual prescribes IO doctrine and tactics, techniques, and procedures (TTP). It also establishes doctrine and TTP for the IO elements of operations security and military deception. This manual implements joint IO doctrine established in JP 3-13, Joint Doctrine for Information Operations; JP 3-54, Joint Doctrine for Operations Security; and JP 3-58, Joint Doctrine for Military Deception. This manual establishes the following as the definition of IO used by Army forces: Information operations is the employment of the core capabilities of electronic warfare, computer network operations, psychological operations, military deception, and operations security, in concert with specified supporting and related capabilities, to affect or defend information and information systems, and to influence decision making. This definition supersedes the definition of IO in FM 3-0. It is consistent with joint initiatives. The publication addresses IO doctrine in Part I and TTP in Part II. Part I also establishes Army operations security (OPSEC) and military deception doctrine.

This Army tactics, techniques, and procedures (ATTP) reinforces the fundamentals of mission command established in field manual (FM) 3-0, Operations; FM 5-0, The Operations Process; and FM 6-0, Mission Command. Whereas the above manuals focus on the fundamentals of mission command, this manual provides commanders and staff officers with tactics, techniques, and procedures (TTP) essential for the exercise of mission command. This is a new Army publication. It includes many of the appendices currently found in FM 5-0 and FM 6-0 that addressed the "how to" of mission command. By consolidating this material into a single publication, Army leaders now have a single reference to assist them with TTP associated with planning, preparing for, executing, and continually assessing operations. This ATTP also enables the Army to better focus the material in future editions of FMs 5-0 and 6-0 on the fundamentals of the operations process and mission command, respectively.

When the U.S. military invaded Iraq, it lacked a common understanding of the problems inherent in counterinsurgency campaigns. It had neither studied them, nor developed doctrine and tactics to deal with them. It is fair to say that in 2003, most Army officers knew more about the U.S. Civil War than they did about counterinsurgency. The U.S. Army / Marine Corps Counterinsurgency Field Manual was written to fill that void. The result of unprecedented collaboration among top U.S. military experts, scholars, and practitioners in the field, the manual espouses an approach to combat that emphasizes constant adaptation and learning, the importance of decentralized decision-making, the need to understand local politics and customs, and the key role of intelligence in winning the support of the population. The manual also emphasizes the paradoxical and often counterintuitive nature of counterinsurgency operations: sometimes the more you protect your forces, the less secure you are; sometimes the more force you use, the less effective it is; sometimes doing nothing is the best reaction. An new introduction by Sarah Sewall, director of the Carr Center for Human Rights Policy at Harvard’s Kennedy School of Government, places the manual in critical and historical perspective, explaining the significance and potential impact of this revolutionary challenge to conventional U.S. military doctrine. An attempt by our military to redefine itself in the aftermath of 9/11 and the new world of international terrorism, The U.S. Army / Marine Corps Counterinsurgency Field Manual will play a vital role in American military campaigns for years to come. The University of Chicago Press will donate a portion of the proceeds from this book to the Fisher House Foundation, a private-public partnership that supports the families of America’s injured servicemen. Counterinsurgency is those military, paramilitary, political, economic, psychological, and civic actions taken by a government to defeat insurgency (JP 1-02). It is an offensive approach involving all elements of national power; it can take place across the range of operations and spectrum of conflict. It supports and influences an HN’s IDAD program. It includes strategic and operational planning; intelligence development and analysis; training; materiel, technical, and organizational assistance; advice; infrastructure development; tactical-level operations; and many elements of PSYOP. Generally, the preferred methods of support are through assistance and development programs. Leaders must consider the roles of military, intelligence, diplomatic, law enforcement, information, finance, and economic elements (MIDLIFE) in counterinsurgency.

To Be a Soldier offers the US Army’s two capstone doctrinal manuals in one place for the first time. This guide begins with the Army’s introductory text, FM-1 The Army, which explains the Army’s origin and purpose, its mission and values, how it functions as a portion of a joint military force in combat, and the importance of the individual soldier in a larger fighting force. When readers have learned the fundamentals of the Army, FM-3 Operations provides foundational knowledge of the full spectrum of Army operations. This manual is the Army’s principal tool for the instruction of today’s soldiers in the art and science of warfare, and has been recently updated to discuss counter-insurgency and hybrid threats in addition to conventional land operations. To Be a Soldier is the reader’s guide to the Army’s most fundamental knowledge by offering its two capstone texts in one place. The information in this handbook forms the basis for all the knowledge conveyed in any subsequent Army field manuals, making it required reading for all soldiers and readers with interest in US Army training and operations.
