This book provides a comprehensive analysis of Lithuanian foreign policy by employing the theory of small states and the agent-perspective to assess how President Dalia Grybauskaitė impacted Lithuanian foreign policy in 2009–2019 and which, in turn, could affect changes in international structures. The book is based on original interviews with Grybauskaitė and all her foreign policy advisors, as well as other Lithuanian diplomats and Ministers of Foreign Affairs. In addition to providing an important case study of Lithuanian foreign policy, this monograph also discusses the impact an agent formulating and executing small-state foreign policy may have on the ‘grand structures’ of international relations, such as the EU and NATO. For its investigation of the mutual relationship between agent and structure, this monograph draws on the literature on foreign policy analysis (FPA) and asks questions about the extent to which a particular leader of foreign policy may determine a specific policy decision or outcome. Continuity and Change in the Baltic Sea Region uncovers the Baltic States’ foreign policy transition from Socialist Republics to EU member-states. Situated between the Russian Federation and Northern Europe, Estonia, Latvia and Lithuania have had to manoeuvre within an often delicate sub-region. Since independence, the foreign policies of the Baltic States have been dominated by de-Sovietization and European integration. Lying at the crossroads between small state theory and identity politics, this analysis engages with the development of Baltic foreign policies as post-Soviet, small and transitioning states. The authors argue that Estonia, Latvia and Lithuania dictated their early foreign policy agendas based on a process of identity construction and as a response to their regional environment. This process took the Baltic States from East to West in their foreign policy aspirations. Key factors in foreign policy making and implementation are discussed, as well as external factors that shaped Baltic foreign policy agendas. Overall, the book illustrates how continuity and change in the Baltic foreign policies has been shaped by both ‘hard’ and ‘soft’ factors. It is a study in the foreign policies of transitioning states and in this regard illuminates a much larger research area beyond its geographic focus.

Baltic-Russian relations have been complicated and tense since the collapse of the USSR and the restoration of Estonian, Latvian and Lithuanian independence. Although Baltic accession to the European Union (EU) has created a new international context for interstate relations in the region, enlargement did not bring about the much hoped for improvement in Baltic-Russian relations. This thesis examines U. S. foreign policy toward the Baltic states from 1918 to 1991 to determine if the U.S. has been realistic in its dealings with small nations. An analysis of U.S. policy indicates that the United States acts hypocritically by accepting compromises on the very moral principals to which it claims to be the protectorate of when domestic political costs are high. The sacrifice of national values degrades the credibility of the moral high ground necessary for U.S. policy. This study reviews the events that occurred during the three major periods in U.S.-Baltic relations: The initial period of Baltic independence following World War I; the Soviet annexation of the Baltics during World War II: and finally the beginning of the second period of Baltic independence during the breakup of the Soviet Union. In all three cases U.S. policy was unclear and contradictory. The Baltic case provides a good example of the tendency for U.S. policy to be paradoxical and ineffective. This study concludes that despite the U.S. policy of nonrecognition of the Soviet annexation of the Baltic states during the Cold War, the United States failed to adhere to its principals when given the opportunity. In the process, it also neglected problems within its borders that required attention perhaps more urgently than those outside. The tendency for U.S. policy to ignore the issues that actually threaten its security internally and placing a higher priority on external matters that do not have a real impact on its standing could likely lead to its inadvertent downfall.
