Forests Of Southeast Europe Under A Changing Climate

This book integrates the different prospective, scientific and practical experience of researchers as well as beneficiaries and stakeholders in the field of forest conservation in Southeast Europe. The book stresses the importance of improving the adaptability of these ecosystems to the impacts of climate change. Gathered around a common idea, the book presents the latest results in forest genetic resources conservation at national and regional level. The chapters are written by experts from: Bosnia and Herzegovina, Bulgaria, Croatia, FYR Macedonia, Greece, Montenegro, Romania, Serbia and Slovenia. The book presents the current state, legal and institutional framework for conservation and management of forest genetic resources, case studies and best practices in the application of different conservation methods and techniques (in situ and ex situ) as well as climate change aspects in this area. This book will be of particular interest to scientists and experts in the field of forestry, environmental protection and rural development, bachelor, master and doctoral students, as well as for anyone interested in the conservation issues fuelled by ethical and economic motives.

The objective of this publication is to present the policy and management approach of each member country on its protective forests. The goal of the member countries is to increase the resilience of mountain forests and ensure the sustainability of their protective functions for society. Each country report covers the following topics: 1) definition of protective forests; 2) characteristics of the national protective forest system; 3) challenges encountered in the management and strengthening of protective forests, including climate change impacts; 4) governance of the protective forest system; and 5) monitoring and planning systems for protective forests. Countries have defined, characterized, and identified challenges inherent to their protective forests, and it is through their appropriate governance, management and planning that the forests are able to provide ecosystem services in a sustainable way. In the context of a changing climate, the approach has to be revisited and adapted to novel and increasingly more uncertain conditions. This review of reports from 12 countries shows that especially mountain regions in Europe are facing common challenges and that different approaches can be learnt from each another. We hope that this report may provide a basis for further actions in transboundary and international cooperation for maintaining and enhancing protective forests.

Life in Europe will indeed go on as the climate changes, but not in the same way as before. In spite of all the efforts made in fire prevention and suppression, every year about 45 000 forest fires occur in Europe, burning ca. 0.5 million hectares of forests and other rural lands. The management of these burned forests has been given much less attention than fire prevention or fire suppression issues, but the post-fire management of burned areas raises strong concerns (economic and social impacts, soil erosion and water quality, biodiversity loss, forest restoration). Although there are a few publications which address post-fire management, the focus of these has been either on general approaches to restoration or specific topics such as preventing post-fire soil erosion. This book is about the post-fire management of fire-prone forest types in southern Europe. It provides the first comprehensive overview of the topic, ranging from stand-level to landscape-level management, and from emergency actions to long-term restoration approaches.

Yet another book on the topic of ‘Sustainable Forest Management’ can only be justified by new information that is of direct relevance. The contents of this volume concentrate on the very latest factors and developments, thus, hopefully, contributing both to the book’s attractiveness and to closing gaps in the discipline’s database. This book is written for researchers in the field of forest management, international forestry, and climate change-related issues, legal and policy advisors, as well as for managers of private companies who deal with SFM. The authors of the various sections are scientists in the field of forestry and other environmental sciences. They represent different institutions, mainly universities and research agencies in Germany, but also high-level international institutions in development co-operation, such as the World Bank, FAO, and IIASA. The scope of the book is to refresh the meanings and perceptions of SFM against the background of the rapid changes in our natural and social environment. Climate change and the rapid increase of atmospheric CO concentration is a global process 2 with negative impacts of different kinds, among others on natural ecosystems such as forests. A crucial issue therefore is how forest management can contribute to forest conservation in light of changing climatic conditions.
