Framing Austerity

This monograph examines the ways in which discourses on the public sector were articulated in the print media during the 2011 financial crisis in the Irish, UK and European news media. It finds that coverage of the public sector was ideological, portraying public sector workers as overpaid, inefficient, and sheltered from the worst of the crisis. These explanations perpetuated the view that there was a need for austerity through cutbacks to public services and public sector pay. The central thesis is that these representations must be understood as being part of the complex organisational culture of the newsroom. Additional themes explored in the book include but are not limited to: Media ownership concentration and journalistic self-censorship. This book demonstrates the importance of understanding how political rhetoric, financial reporting and media coverage of austerity in transnational contexts is significant to the communicative, social and economic environments in which we live. It considers how aspects of moral storytelling, language, representation and ideology operate through societies in financial crisis and through governments that impose austerity programmes on public spending. Whilst many of the debates covered here are concerned with UK economic policy and British social contexts, the contributions also consider examples from other countries that reflect similar concerns on the ideological operations of austerity and financial discourse. The multiple discursive contexts of austerity demonstrate the breadth of social concerns and conflicts that have developed in societies and institutions following the global economic crisis of 2008. Through its interdisciplinary focus on this topic, this book provides an important contribution across multiple subject areas, with shared interests in critical and analytical approaches to discourse, power and language in social contexts reflecting the healthy collaborative scope of critical discourse studies as a field of research. This book analyzes constructions of injustice, group identification and participation in news and social media in anti-austerity protests within the European Union (EU). Since 2008, EU member-states have witnessed waves of protests and demonstrations against the adoption of austerity measures and alignment of domestic economies with the prevailing global neoliberal order. Understanding how the media represents dissent and how it influences public deliberation is of critical importance. It is accordingly necessary to explore the strategies deployed and role played by news and social media in representing and perhaps acting upon anti-austerity protests in the Eurozone crisis. This volume undertakes such a critical exploration.

Following the 2008 global financial crisis, Canada appeared to escape the austerity implemented elsewhere, but this was spin hiding the reality. A closer look reveals that the provinces – responsible for delivering essential public and social services such as education and healthcare – shouldered the burden. The Public Sector in an Age of Austerity examines public-sector austerity in the provinces and territories, specifically addressing how austerity was implemented, what forms austerity agendas took (from regressive taxes and new user fees to public-sector layoffs and privatization schemes), and what, if any, political responses resulted. Contributors focus on the period from 2007 to 2015, the global financial crisis and the period of fiscal consolidation that followed, while also providing a longer historical context – austerity is not a new phenomenon. A granular examination of each jurisdiction identifies how changing fiscal conditions have affected the delivery of public services and restructured public finances, highlighting the consequences such changes have had for public-sector workers and users of public services. The first book of its kind in Canada, The Public Sector in an Age of Austerity challenges conventional wisdom by showing that Canada did not escape post-crisis austerity, and that its recovery has been vastly overstated.

Bryan M. Evans, Stephen McBride, and their contributors delve further into the more practical, ground-level side of the austerity equation in Austerity: The Lived Experience. Economically, austerity policies cannot be seen to work in the way elite interests claim that they do. Rather than soften the blow of the economic and financial crisis of 2008 for ordinary citizens, policies of austerity slow growth and lead to increased inequality. While political consent for such policies may have been achieved, it was reached amidst significant levels of disaffection and strong opposition to the extremes of austerity. The authors build their analysis in three sections, looking alternatively at theoretical and ideological dimensions of the lived experience of austerity; how austerity plays out in various public sector occupations and policy domains; and the class dimensions of austerity. The result is a ground-breaking contribution to the study of austerity politics and policies.

This book addresses the different forms of austerity, contestation and resistance, in order to understand how they relate to one another and the impact they have on the democratic quality of public debates, the trust in public institutions and the legitimacy of law. Contestation of austerity includes not only traditional activism strategies such as human rights litigation and direct democracy instruments, but also new forms of collective action and collaborative resistance. Most importantly, many of the new anti-austerity initiatives also aim to renovate existing modes of democratic decision-making on the European, national, regional and local levels. The book focuses on different types of contesting austerity measures and the interaction between institutional and civil society actors. It will enhance understanding of how the various actors frame not only their goal but also the underlying social conflict to contest austerity and through which means they try to achieve political and legal changes. With 16 chapters written by contributors from Spain, Germany, Greece, Portugal and the UK, the book approaches 3 crucial areas of austerity policies: cuts in payment and pensions, labour law reform, and old and new poverty. In each field, the contributors analyse the processes of decision-making and contestation from 3 perspectives: institutions, democratic theory and societal responses.
