The capability approach has developed significantly since Amartya Sen was awarded the Nobel Prize in Economics in 1998. This work is conceived as a modem study of the relationships of the concept of human freedom with the moral concepts of responsibility and obligation and other closely allied notions. One pitfall into which writers on my sub jects have occasionally fallen has been that of spending too much time in critically examining positions and arguments which no sane philosopher has ever offered. In order to guard against the danger of debating with "straw men," I have attempted to engage in critical conversations with several twentieth century writers on my theme. I have attempted to pay special at tention to a handful of writers who have written extremely important and influential discussions and who are representatives of a diversity of per spectives on the issues involved. In particular, I have taken note of the work of two determinists, Sir David Ross and Hastings Rashdall, a libertarian, C. A. Campbell, and a reprel>entative of the more recent linguistic-analytic approach, P. Nowell-Smith. Many other important writers have been brought in at crucial points in the conversation. But this is not a history of the problem in the 20th century. Rather, it is a critical, systematic study of a problem or set of related problems. This work may be divided roughly into two parts, a metaphysical-psycho logical part comprising the first three chapters, and a metaethical-ethical part consisting of the last three chapters.

The book sets out to examine as yet unexhausted ways to boost the resilience of the principle of liberalism. Critically reviewing the last 200 years of the philosophy of freedom, it revises the principle of liberty in order to revive it. It discusses many different aspects that fall under its three main topics: the metaphysics of freedom, quantitative freedom and qualitative freedom. Open societies worldwide have come under increasing pressure in the last decades. The belief that politics and markets fare best when guided by the principle of liberty presently faces multiple challenges such as terrorism, climate warming, inequality, populism, and financial crises. In the view of its critics, the idea of freedom no longer offers adequate guidance to meet these challenges and should be partially corrected or even entirely replaced by countervailing values. Against the reduction of freedom to the merely quantitative question as to how much liberties individuals call their own, this book draws attention to the qualitative concerns which and whose opportunities society should foster. It argues that, correctly understood, the idea of liberty commits us to defend as well as advance the freedom of each and every world citizen.

After the ‘financial crisis’ and ‘Great Recession’, some have called for replacing standard economic theory by heterodox models based upon behavioural approaches. The Responsible Economy argues that there is nothing wrong with economic theory. Instead, the problem has been a ‘devil’s pact’ of simplistic pro-market economics combined with simplistic Keynesian monetary policy. This book revisits the fundamental theorems in economics that state the conditions for markets to achieve efficiency. It has long been known that there are limitations of markets in dealing with externalities, increasing returns to scale and monopoly. The role of information in the economy was developed in economic theory in the 1970s onwards and in a world of imperfect and asymmetric information, markets perform poorly. Managers of firms engage in short-termism, take on excessive risk and misstate their own and their firm’s performance. While finance theory makes clear that much of the activity in the financial services sector is of no economic value and represents wasteful ‘financial engineering’. In this real world, it is economically inefficient for firms to maximise shareholder value. On the macroeconomics side, monetary expansion cannot be an effective substitute for addressing real problems of infrastructure and education investment. This book maintains that markets work best if individuals and firms behave ethically and responsibly. Employment should be a long-term relationship; firms should pay living wages, produce good products at a fair price, and pay their share of taxes. Where these standards don’t hold, governments should not try to micromanage through regulation, but set up simple and straightforward policies.

The book responds to the need for greater clarity regarding the relationship between descriptive, evaluative and prescriptive approaches within positive and normative economics. It also analyses the entanglement between evaluative and prescriptive perspectives within several theoretical frameworks in normative economics such as social choice theory, the capability approach, behavioural welfare economics and various theories of justice.
