Freer Trade Sustainability And The Primary Production Sector In The Southern Eu Unraveling The Evidence From Greece

Freer Trade, Sustainability, and the Primary Production Sector in the Southern European Union is the first full-scale academic work to cap ture the primary production sector policy aspects of trade liberaliza tion and sustainability with a detailed focus on a typical southern EU country, Greece. Many efforts were pooled together in making this book. In May 1996 the Department of Economics of the University of Crete organ ized an international conference on European Agriculture in the light of the recent WTO agreement and the need for sustainable develop ment. The conference was sponsored by the European Commission (DG XII, contract no ENV4-CT-96-6514), the Economic and Social Research Council (ESRC, contract no L320263049), the Hellenic Ministries for Agriculture and for the Environment, and the University of Crete. While summarizing the conclusions of the conference, sev eral speakers felt that the issues relating to the Southern EU would de serve separate coverage. The conference directors judged that cover age of the issues for a single Southern EU country might have an ad vantage, regarding detail, over a cross country analysis which would certainly be welcome at a later stage. Responding to this call, the University of Crete generously reallo cated all of its infra-structural costs covered by DG XII, ESRC, and the other sponsors above, in the form of a new grant to host a follow-up conference aiming to explore the issues for Greece.

Today the use of the term countryside reflects a dual historical shift due to the decreasing importance of agriculture - both in terms of employment and production - in European economies and the shift toward the environment. An increasing part of rural populations is being drawn into non-agricultural sectors such as tourism, construction, manufacturing, and the conventional and innovative services, thereby granting a more diversified and contemporary role to the countryside. The environmental shift has questioned many of the very fundamental premises governing the relationship between social practices and nature. Agenda 2000 and the ongoing debate concerning the CAP reforms are connected to a large extent with these new realities. This engaging book focuses on the prospects for the development of the Southern European countryside during a transitional period of a major policy paradigm shift. Bringing together case studies from Portugal, Spain, France, Italy and Greece, the book discusses the key issues mentioned above, as well as the restricting factors and prospects of the adjustments required.

The volume contains papers presented at a conference "On the International Dimension of Environmental Policy". It deals with two issues: *international environmental agreements; *environmental policies in open economies. Both issues are hot topics. The debate on how to cope with global climate change has become increasingly heated and controversial, and the relationship between trade and the environment is on the WTO agenda. The book contains review papers in which leading scholars in the field summarise the state of the art and original research extending the state of the art. Most of the papers are theoretically oriented, but some papers also present empirical results, using new econometric methods and new data. The book contains material for those students of economics and researchers who wish to deepen their knowledge in the area of International Environmental Economics, but also for those who endeavour to break new ground in this important field of research.

The theoretical claims for eco-tariffs are rigorously analyzed within a unified framework formed of an international trade model enriched with both a domestic and a global externality. During the course of the analysis the model is modified to analyze an array of contexts for which eco-tariffs have been claimed to improve environmental quality or welfare. The circumstances and conditions are characterised under which such tariffs can be shown to improve environmental quality and social welfare, taking account of general equilibrium effects. The theoretical results are applied in a policy analysis of eco-tariffs and other trade instruments in the context of domestic and global environmental policy in order to assess the relevance of the eco-tariffs that have been subjected to the theoretical analysis. Finally, the GATT/WTO rules and regulations are presented, since to date these have banned the use of eco-tariffs. The rules and regulations are mapped against the theoretical results to show which rules ought to be changed.
