Children are already learning at birth, and they develop and learn at a rapid pace in their early years. This provides a critical foundation for lifelong progress, and the adults who provide for the care and the education of young children bear a great responsibility for their health, development, and learning. Despite the fact that they share the same objective - to nurture young children and secure their future success - the various practitioners who contribute to the care and the education of children from birth through age 8 are not acknowledged as a workforce unified by the common knowledge and competencies needed to do their jobs well. Transforming the Workforce for Children Birth Through Age 8 explores the science of child development, particularly looking at implications for the professionals who work with children. This report examines the current capacities and practices of the workforce, the settings in which they work, the policies and infrastructure that set qualifications and provide professional learning, and the government agencies and other funders who support and oversee these systems. This book then makes recommendations to improve the quality of professional practice and the practice environment for care and education professionals. These detailed recommendations create a blueprint for action that builds on a unifying foundation of child development and early learning, shared knowledge and competencies for care and education professionals, and principles for effective professional learning. Young children thrive and learn best when they have secure, positive relationships with adults who are knowledgeable about how to support their development and learning and are responsive to their individual progress. Transforming the Workforce for Children Birth Through Age 8 offers guidance on system changes to improve the quality of professional practice, specific actions to improve professional learning systems and workforce development, and research to continue to build the knowledge base in ways that will directly advance and inform future actions. The recommendations of this book provide an opportunity to improve the quality of the care and the education that children receive, and ultimately improve outcomes for children.

Data generated from longitudinal studies allow researchers to better understand how context and experience interact with stable characteristics of the developing person over time. This book summarizes a landmark longitudinal study of 200 children, from the ages of 3 to 23. The Munich Longitudinal Study on the Ontogenesis of Individual Competencies (LOGIC) examined the development of individual differences over time and whether it is possible to predict later competencies from earlier ones. Offering a snapshot of theory and data on personality, social, motor, moral, and cognitive development, the contributors help us understand which individual differences can and cannot be altered through schooling and other experiences and how differences seen in the earliest stages are later reflected in adulthood. The results provide valuable insight into the strengths and limitations of early prediction of individual differences. This is the second volume to review the wealth of data generated by the study. The first volume (Weinert and Schneider, 1999) traced development from ages 3 to 12. This volume continues the story, integrating these early findings with the results from adolescence and young adulthood. Each of the chapters provides an overview of current research and addresses how the data help us understand the presence and developmental effects of individual differences. Among the findings are results on: The relative stability of cognitive competencies The long term effects of shyness and aggression The relation between moral understanding and action, and The role of education in the development or maintenance of performance differences. Intended for researchers and advanced students in developmental, educational, personality, social, and cognitive psychology, this book will also appeal to educators, especially the chapters that focus on literacy development, educational context, scientific reasoning and mathematical reasoning.

Prosperity in the world today depends on societies' nurturing of young children. Quality care (stimulation, health, and nutrition) during ages 0 - 5 has a decisive and long-lasting impact on a person's development, ability to learn, and capacity to regulate emotions. Cognitive and noncognitive (social and emotional) skills, set early in life, determine later success. New research in neurobiology and the behavioral and social sciences is converging to enhance this understanding of early child development. Recently, researchers noted epigenetic effects in brain development - that is, the interaction of environment (early experiences) with genetics to shape brain structure and function - that with proper nurturing would enable people to have competence to create prosperous, sustainable, tolerant, nonviolent, and democratic communities. The World Bank recently hosted a symposium on the priority of early child development for economic growth and equity. The participants urged application of population - based tools and measures to assess the outcomes of children's early years and children's readiness for school. This approach, which shifts the focus from measures of disease, dysfunction, and mortality, is already yielding essential data for designing intervention programs, identifying children at risk, and leveraging policy and investment - to improve the possibilities for all children globally.

Investing in every child at an early age is an investment in human, and economic development for all. Children born in poverty are far more likely to grow undeveloped in both body, and mind. Science tells us that early child development (ECD) is critical, and marks a child for life, and, young children who are well nurtured, do better in school, and develop the skills to compete in a global economy. It is in this context that the Bank hosted a conference to review the state of knowledge on brain development, the link between ECD and human development, the standards of care to improve children's educational outcomes, the qualitative and quantitative measures of effective programs, and elements of quality in ECD programs. This book contains the proceedings of the Conference on Investing in our Children's Future, which brought together leading experts, academicians, and practitioners from nongovernmental organizations, civil society, governments, and international organizations. The conference featured the benefits of investing in young children, and measuring ECD standards of care, to ensure a fair start for all based on case studies. It further evaluated the effectiveness of ECD programs, with presentations focused on the role of private initiatives in influencing public policy. Conclusions include the pursuit of a continued evaluation on the effectiveness of ECD programs, and, a deliberately planned global coalition to fund ECD initiatives.

For developmental scientists, the nature versus nurture debate has been settled for some time. Neither nature nor nurture alone provides the answer. It is nature and nurture in concert that shape developmental pathways and outcomes, from health to behavior to competence. This insight has moved far beyond the assertion that both nature and nurture matter, progressing into the fascinating terrain of how they interact over the course of development.
