From Participation To Governance

The central message of the book is that stakeholder participation in the governance of fisheries is beneficial, but confers responsibilities as well as rights: all stakeholders have a public duty to act as stewards of the marine environment. With chapters by leading scholars and participants in fisheries governance, this book recounts contemporary techniques of public participation, and develops a new concept of environmental stewardship as a form of fisheries governance.

Comprised of a series of national case studies, this book critically examines initiatives in public participation and their relationship to developments in community governance. As such, the case studies enable national perspectives to be applied to crucial features of modern public policy and politics. Focusing on case studies in areas which are undergoing major social and institutional transformation and/or which raise particular issues because of the marginal position of the areas within their nation-states, the book also concerns itself with developments in Western European countries and why people should logically support some but not other initiatives in public participation. This book will be very useful for students and academics in areas such as politics, public administration, social policy and sociology. It should also be of interest to local activists such as councillors, members of pressure groups and those concerned about modern trends in democracy.

The field of public participation is developing fast, with phenomena such as citizen science and crowdsourcing extending the resource base of research, stimulating innovation and making science more accessible to the general population. Promoting public participation means giving more weight to citizens and civil society actors in the definition of research needs and in the implementation of research and innovation. As yet, there is limited understanding of the implications of widespread use of public participation and as a result, there is a risk that it will become a burden for research and an obstacle to bridging the gap between research and society. This volume presents the findings of a three-year international study on innovative public participation. The resulting work studies the characteristics and trends of innovative public participation through a global sample of 38 case studies. It provides theoretical generalisations on the dynamics of public participation, suggestions for an evaluation framework and clear empirical examples of how public participation works in practice. Illustrated by best practice cases, the authors identify characteristics which contribute to successful public participation. The book is aimed primarily at scholars and practitioners of public participation, as well as research managers, policy makers and business actors interested in related issues. There is also a secondary market for students and scholars of European governance studies, sociology and political sciences.

The scholarly debate on deliberative democracy often suggests that participatory processes will contribute to make environmental governance not only more legitimate and effective, but also lead to the empowerment of marginalized social groups. Critical studies, however, analyse how technologies of governance make use of participation to draw boundaries that separate technical knowledge from political concerns, direct the focus towards procedural aspects and contractual obligations, and reinforce hegemonic understandings of development and of local people’s relationships to their environment. This book focuses on the dynamics and use of participatory mechanisms related to the rapid expansion of the extractive industries worldwide and the ways it increasingly affects sensitive natural environments populated by indigenous and other marginalized populations. Nine empirically grounded case studies analyse a range of participatory practices ranging from state-led and corporation-led processes like prior consultation and Free Prior and Informed Consent (FPIC), compensation practices, participatory planning exercises and the participation in environmental impact assessments (EIAs), to community-led consultations, community-based FPIC and EIA processes and struggles for community-based governance of natural resource uses. The book provides new insights through a combination of different theoretical strands, which help to scrutinize the limits to deliberation and empowerment on the one hand, and on the other hand to understand the political resistance potential that alternative uses of participatory mechanisms can generate. On one day in 2009, in thirty-eight countries around the world, 4,000 ordinary citizens gathered to discuss the future of climate policy. This project, 'WWViews', was the first-ever global democratic deliberation – an attempt to enable ordinary people to reach informed decisions on and impact the global policy process. This book – which analyzes the experiences and lessons from this ground-breaking event – marks the beginning of a new kind of democratic politics, providing practical lessons on how to increase the impact of global deliberation projects within the media and on official policy processes. The authors explore important themes for participatory approaches from the local to the global: the role of deliberation within global governance methodology and practice participant selection; policy impacts engaging the media how policy culture affects deliberation uptake capacity building and knowledge transfer process evaluation content and argumentation analysis gender, race and class aspects. The global aims of the 'WWViews project', along with the opportunity to evaluate the same process in different national and cultural contexts, makes this a hugely valuable and informative study for all those interested in democratic deliberation and environmental governance from the small to the international scale.

International organizations and other global governance bodies often make rules and decisions without input from many of the individuals, groups, firms, and governments that are affected by them. The standards of the Basel Committee on Banking Supervision, for instance, developed by a small number of states, govern financial markets and the safety of bank deposits in over a hundred jurisdictions. Historically, the interests of developing countries, as well as non-commercial and diffuse interests within countries, have been excluded or disregarded in global governance. Scholars and practitioners have criticised this democratic deficit and called for greater participation of such marginalized stakeholders. Against this background, international institutions have introduced a variety of reforms with the goal of increasing and facilitating the participation of these excluded stakeholders. This book brings together an expert group of scholars and practitioners to investigate the consequences of stakeholder participation reforms in the global governance of health and finance: What reforms have been introduced? Have these reforms given previously marginalized stakeholders a voice in global governance bodies? What effect have these reforms had on the legitimacy and effectiveness of global governance? To answer these questions, the book examines treaty-based intergovernmental organizations alongside newer forms of global governance such as trans-governmental regulatory networks, multi-stakeholder partnerships, and private standard setting bodies. Through a series of paired comparative analyses, the book provides insights into the experiences of large emerging and smaller or lower income developing countries (Brazil v. Argentina, China v. Vietnam, India v. the Philippines) in a diverse set of organizations, including the World Bank and the World Health Organization, the Basel Committee on Banking Supervision, the Global Fund to Fight AIDS, Tuberculosis and Malaria, the International Accounting Standards Board, Codex Alimentarius Commission and more.
