Plan Colombia and the Mérida Initiative represented an unprecedented effort by Washington to stabilize fragile democracies in Latin America by shoring up the Colombian and Mexican security forces, respectively. From Peril to Partnership evaluates the extent to which the US government achieved its stabilization objectives. US assistance was more helpful to Colombia than Mexico, which adopted a more militarized approach. This book highlights the importance of the private sector, party system, and security bureaucracy in facilitating progress-and how their absence obstructs it.

"Plan Colombia and the Mérida Initiative are the two most significant US security assistance efforts in Latin America in the twenty-first century. At a time when US objectives in the Middle East and Central Asia were flagging, Colombia was a rare US foreign policy victory-a showcase for stabilization and security sector reform. Conversely, Mexico struggled to turn the tide on the country's scourge of crime and violence, even with an influx of resources aimed at professionalizing the country's security, defense, and judicial institutions. As Washington reconsiders its approach to stabilizing crisis countries after a challenging withdrawal from Afghanistan, From Peril to Partnership's comparative analysis of Colombia and Mexico offers lessons for scholars and policymakers alike, providing insights into the efficacy of US security assistance and the necessary conditions and stakeholders in partner nations that facilitate success. Crucially, private sector support, interparty consensus on security policies, and the centralization of the security bureaucracy underpinned Colombia's success. The absence of these features in Mexico contributed to the country's descent into chaos, culminating in the country's highest-ever homicide rate by the end of the 2010s. Drawing on extensive fieldwork, From Peril to Partnership evaluates to what extent security assistance programs helped improve the operational effectiveness and democratic accountability of Washington's partners-Colombian and Mexico security forces. It answers why Plan Colombia achieved its objectives and why the Mérida Initiative underdelivered in Mexico. Most importantly, it goes beyond drug war theatrics and the "one-size-fits-all" approach to US-led stabilization-at once, restoring agency to institutions on the receiving end of US security assistance and helping chart a course toward more nuanced and effective US policy"--

Countless public health agencies are trying to solve our most intractable public health problems -- among them, the obesity and opioid epidemics -- by partnering with corporations responsible for creating or exacerbating those problems. We are told industry must be part of the solution. But is it time to challenge the partnership paradigm and the popular narratives that sustain it? In The Perils of Partnership, Jonathan H. Marks argues that public-private partnerships and multi-stakeholder initiatives create "webs of influence" that undermine the integrity of public health agencies; distort public health research and policy; and reinforce the framing of public health problems and their solutions in ways that are least threatening to the commercial interests of corporate "partners". We should expect multinational corporations to develop strategies of influence -- but public bodies can and should develop counter-strategies to insulate themselves from corporate influence in all its forms. Marks reviews the norms that regulate public-public interactions (separation of powers) and private-private interactions (antitrust and competition law), and argues for an analogous set of norms to govern public-private interactions. He also offers a novel framework to help public bodies identify the systemic ethical implications of their current or proposed relationships with industry actors. Marks makes a compelling case that the default public-private interaction should be at arm's length: separation, not collaboration. He calls for a new paradigm that avoids the perils of corporate influence and more effectively protects and promotes public health. The Perils of Partnership is essential reading for public health officials and policymakers -- but anyone interested in public health will recognize the urgency of this book.

Five freshly decapitated human heads are thrown onto a crowded dance floor in western Mexico. A Mexican drug cartel dismembers the body of a rival and then stitches his face onto a soccer ball. These are the sorts of grisly tales that dominate the media, infiltrate movies and TV shows, and ultimately shape Americans' perception of Mexico as a dangerous and scary place, overrun by brutal drug lords. Without a doubt, the drug war is real. In the last six years, over 60,000 people have been murdered in narco-related crimes. But, there is far more to Mexico's story than this gruesome narrative would suggest. While thugs have been grabbing the headlines, Mexico has undergone an unprecedented and under-publicized political, economic, and social transformation. In her groundbreaking book, Two Nations Indivisible, Shannon K. O'Neil argues that the United States is making a grave mistake by focusing on the politics of antagonism toward Mexico. Rather, we should wake up to the revolution of prosperity now unfolding there. The news that isn't being reported is that, over the last decade, Mexico has become a real democracy, providing its citizens a greater voice and opportunities to succeed on their own side of the border. Armed with higher levels of education, upwardly-mobile men and women have been working their way out of poverty, building the largest, most stable middle class in Mexico's history. This is the Mexico Americans need to get to know. Now more than ever, the two countries are indivisible. It is past time for the U.S. to forge a new relationship with its southern neighbor. Because in no uncertain terms, our future depends on it.

An inside, in-depth look at the leadership of Justin Trudeau, by a veteran political journalist A must-read for all Canadians before the next federal election Justin Trudeau came to power on the promise of “hope and hard work” and a pledge to seek a common good for all Canadians. From the outset, his critics called him naive, inexperienced and a danger to the economy. His proponents have touted his intentions for the middle class, the environment and refugees, which they argue have moved forward real change despite challenges and criticism. Veteran political journalist Aaron Wherry has extensively interviewed decision-makers, influencers and political insiders, from the prime minister’s closest advisors to cabinet ministers to the prime minister himself, to provide the most in-depth, inside examination—beyond the headlines and the tweets—of how Justin Trudeau has performed on his promises for Canada. Promise and Peril: Justin Trudeau in Power explores how the Trudeau government has succeeded or failed in its biggest commitments—resource development, immigration, climate change, trade, reconciliation—against a backdrop of economic uncertainty, global political tumult and the roar of populist revolt. It reveals what was happening behind the scenes during the government’s most crucial and public moments, including: · the NAFTA negotiations · the infamous Trump tweets at the G7 summit · that island vacation · the SNC-Lavalin affair Promise and Peril is a must-read for all voters before the next election. It examines whether a politician who came to office with immense potential has measured up to expectations—and what is at stake for Canada’s future at home and abroad.
