From Transition To Eu Accession

This book surveys Poland’s move from being a post-feudal, backward, peripheral country to being a modern, capitalist, European state: from the partition of the commonwealth of Poland and Lithuania to the abolishment of ‘second serfdom’; late industrialization to state socialism; post-partition fragmentation to post-Second World War westward dislocation; and from the ‘Solidarność’ movement to accession into the European Union. Could Poland really be considered an ‘underdeveloped’ nation throughout the last 200 years? What factors contributed to its ‘backwardness’? Has Poland yet managed to catch up with the West? This book, the first overview of the modern economic history of Poland to be published in English, addresses these and many other questions crucial for developing our understanding of the economic history of modern Central-Eastern Europe. The economic development of Poland is analyzed through data and statistics, as well as through analysis of the ideas that paved the way for the politics of economic and social modernization.

In March 1998 the European Union formally launched the accession process that will lead to a significant enlargement of the Union. So far ten countries from Central Europe: Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, the Slovak Republic and Slovenia have submitted their applications for EU membership. This unique process immediately attracted attention of economists and policy makers. Nevertheless, it can be noticed that among numerous results already published, there is a distinctive shortage of books and papers in which quantitative research methods are applied. This is to a large extent justified by the fact that the transition and accession processes are new to the economic sciences, their methodology is not wellresearched, statistical data for the Central and East European countries are scarce and not always reliable and, generally, quantitative approach seems to be a risky and uncertain business. All these all problems can also be seen as a challenge rather than an obstacle. With this on mind, we have decided to clarify the status quo by organising a research seminar which focused on the methodology and quantitative analysis of the Central and East European transition and pre-accession processes. The seminar, East European Transition and EU Enlargement: a Quantitative Approach organised by Macroeconomic and Financial Data Centre (University of Gdansk and University ofLeicester) took place in Gdansk in June 2001. Our edited volume contains papers developed from this seminar.

Ten central and eastern European countries, along with Cyprus and Malta, joined the European Union in two waves between 2004 and 2007. This volume presents new research on the patterns of migration that resulted from the EU's enlargement. The contributors identify and analyze several new groups of migrants, notably young people without family obligations or clear plans for the future. Including case studies on migrants from Poland, Romania, Hungary, and Latvia--as well as on destination countries such as the United Kingdom and Germany--the resulting collection insightfully points towards future migration trends and sets guidelines for further research.

This edited volume analyses how EU membership influenced the convergence process of member countries in the Baltics, Central-Eastern and South-Eastern Europe. It also explores countries that are candidates for future EU membership. The speed of convergence of significant groups of low- and medium-income countries has never been as fast globally as it is today. "The authors analyze the extent to which the EU-15 and 16 transition economies used the WTO General Agreement on Trade in Services (GATS) to commit to service sector policy reforms. They compare GATS commitments with the evolution of actual policy stances over time. While there is substantial variance across transition economies on both actual policies and GATS commitments, the authors find an inverse relationship between the depth of GATS commitments and the "quality" of actual services policies as assessed by the private sector. In part this can be explained by the fact that the prospect of EU accession makes GATS less relevant as a commitment device for a subset of transition economies. But for many of the non-EU accession candidates, the WTO seems to be a weak commitment device. One explanation is that the small size of the markets concerned generates weak external enforcement incentives. The authors' findings suggest greater collective investment by WTO members in monitoring and the need for transparency to increase the benefits of WTO membership to small countries. This title was first published in 2003. Since 1990, Central and Eastern European countries have experienced increased economic integration with the European Union. The spatial implications of this process have been little investigated so far. Have patterns of regional specialization and industrial concentration changed during the 1990s? How does regional specialization relate to economic performance? How has access to Western markets affected the regional wage structure? What types of regions are winners and what types of regions are losers? This book poses and answers such policy relevant questions. It is organized into three parts. The first introduces the main features of economic integration and transition processes in Central and Eastern Europe and discusses the theoretical and methodological framework of the research. The second part examines the cases of five countries: Bulgaria, Estonia, Hungary, Romania and Slovenia, and the final part includes three comparative analyses which explain the underlying factors that determine the changing patterns of location of manufacturing activity, the adjustment pattern of regional wages and adaptation processes in border regions in the five countries.
