Gender National Security And Counter Terrorism

In the name of fighting terrorism, countries have been invaded; wars have been waged; people have been detained, rendered and tortured; and campaigns for "hearts and minds" have been unleashed. Human rights analyses of the counter-terrorism measures implemented in the aftermath of 11 September 2001 have assumed that men suffer the most—both numerically and in terms of the nature of rights violations endured. This assumption has obscured the ways that women, men, and sexual minorities experience counter-terrorism. By integrating gender into a human rights analysis of counter-terrorism—and human rights into a gendered analysis of counter-terrorism—this volume aims to reverse this trend. Through this variegated human rights lens, the authors in this volume identify the spectrum and nature of rights violations arising in the context of gendered counter-terrorism and national security practices. Introduced with a foreword by Martin Scheinin, former UN Special Rapporteur on Human Rights and Counter-Terrorism, the volume examines a wide range of gendered impacts of counter-terrorism measures that have not been theorized in the leading texts on terrorism, counter-terrorism, national security, and human rights. Gender, National Security and Counter-Terrorism will be of particular interest to scholars and students in the disciplines of Law, Security Studies and Gender Studies.

This book examines the gender dimensions of a wide array of national and international security challenges. The volume examines gender dynamics in ten issue areas in both the traditional and human security sub-fields: armed conflict, post-conflict, terrorism, military organizations, movement of people, development, environment, humanitarian emergencies, human rights, governance. The contributions show how gender affects security and how security problems affect gender issues. Each chapter also examines a common set of key factors across the issue areas: obstacles to progress, drivers of progress and long-term strategies for progress in the 21st century. The volume develops key scholarship on the gender dimensions of security challenges and thereby provides a foundation for improved strategies and policy directions going forward. The lesson to be drawn from this study is clear: if scholars, policymakers and citizens care about these issues, then they need to think about both security and gender. This will be of much interest to students of gender studies, security studies, human security and International Relations in general.

Women can make a unique and valuable contribution to countering terrorism and violent extremism. Their participation in the wider fight against terrorism and violent extremism is essential. This is why NATO continues to encourage its allies and partners to engage more systematically on the nexus between gender and counter terrorism. This book presents edited contributions presented at the NATO Advanced Research Workshop (ARW) Enhancing Women’s Roles in International Preventing and Countering Violent Extremism Efforts, held in Madrid, Spain, from 19 – 21 March 2018, organized by Hedayah and the Fundación para el Análisis y los Estudios Sociales (FAES). The workshop was aimed at building on existing good practice and recommendations from the fields of countering violent extremism (CVE) and women, peace and security (WPS), recognizing that while many women facilitate acts of terrorism, willingly support terrorist groups and perform terrorist acts, they can also play a key role in preventing the violent extremism. The fight against terrorism requires a whole-society approach in which women’s participation is essential. Contributors to this volume explore the extent to which terrorism and violent extremism are gendered activities. They also discuss the importance of women’s social and political participation in helping to counter acts of terror and violence. Evidence-based research is used to identify how women can be empowered to enhance the fight against terrorism, and to identify opportunities for substantive, meaningful roles across a wide spectrum of counter terrorism activities. Given current and emerging threats, the book focuses in particular on NATO countries & partners in the Middle East and North Africa, and will be of particular interest to all those involved with security and gender issues.

This book analyzes policy and programming challenges for gender mainstreaming in counter-terrorism, with examples from comparative case studies of countering violent extremism programming. Interest in the issue of gender in security policy and programming has grown over the past several years, often with increasing pressure at the international and national levels to ensure commitment to inclusion of women or a gender lens. This book provides in-depth investigation of how gender can be effectively understood and included in the security process. Firstly, it adds a timely and effective contribution to the academic conversations around gender in security and how counter-terrorism programming can be implemented with human security goals. Secondly, it offers recommendations for policy makers and practitioners seeking to improve the effectiveness of countering violent extremism program design, implementation, and evaluation. A gender analysis framework is built across the chapters, drawing from various feminist analytical perspectives used in International Relations theory. The learning from this comparative gender analysis is encapsulated in the last chapter through some recommendations to help move counter-terrorism policy toward more transformative gender mainstreaming strategies. This book will be of much interest to students of counter-terrorism studies, countering violent extremism, gender studies, security studies, and International Relations.

This book brings together a variety of innovative perspectives on the inclusion of gender in the governance of (counter-)terrorism and violent extremism. Several global governance initiatives launched in recent years have explicitly sought to integrate concern for gender equality and gendered harms into efforts to counter terrorism and violent extremism (CT/CVE). As a result, commitments to gender-sensitivity and gender equality in international and regional CT/CVE initiatives, in national action plans and at the level of civil society programming, ´have become a common aspect of the multilevel governance of terrorism and violent extremism. In light of these developments, there is a need for more systematic analysis of how concerns about gender are being incorporated in the governance of (counter-)terrorism and violent extremism and how it has affected (gendered) practices and power relations in counterterrorism policy-making and implementation. Ranging from the processes of global and regional integration of gender into the governance of terrorism, via the impact of the shift on government responses to the return of foreign fighters, to state and civil society-led CVE programming and academic discussions, the essays engage with the origins and dynamics behind recent shifts which bring gender to the forefront of the governance of terrorism. This book will be of great value to researchers and scholars interested in gender, governance and terrorism. The chapters in this book were originally published in Critical Studies on Terrorism.

Amplified by a volatile security environment, technology and globalization, terrorism and violent extremism have become a genuine threat on a global level, and the ability of terrorist groups to capitalize on local issues such as poverty and inequality have helped to fuel the process of radicalization and recruitment. The region of the Western Balkans is not immune to these trends, and the gender component has been recognized as an important aspect in efforts to counter and prevent such practices. This book presents edited contributions delivered at the NATO Advanced Training Course (ATC) “Gender Mainstreaming in Counter-terrorism Efforts in Western Balkans” held from 16 to 21 May 2021. The event was designed to explore gender perspectives in counter-terrorism efforts in the Western Balkans and in the wider security-sector, and to analyze drivers to radicalization through the lens of gender. This ATC brought together more than 50 military and civilian participants from 7 countries in the Western Balkans and south-eastern Europe and 35 expert lecturers. Topics include the legal and political framework of gender mainstreaming; the role of technology; the drivers, motivations and roles of women in radicalization and extremist groups; counter-terrorism and gender; gender-sensitive approaches to counter terrorism; gendered perspectives from the frontline; the prospects for women’s leadership roles in community-based approaches; and challenges to the implementation of UNSCR 1325 in the Western Balkans. Highlighting critical components and providing a unique insight which contributes to the academic debate on gender mainstreaming in P/CVE and CT efforts, the book will be of interest to all those involved in countering the spread of terrorism worldwide.

The 9/11 attacks fundamentally transformed how the US approached terrorism, and led to the unprecedented expansion of counterterrorism strategies, policies, and practices. While the analysis of these developments is rich and vast, there remains a significant void. The diverse actors contributing to counterterrorism increasingly consider, engage and impact women as agents, partners, and targets of their work. Yet, flawed assumptions and stereotypes remain prevalent, and it remains undocumented and unclear how and why counterterrorism efforts have evolved as they did, including in relation to women. Drawing on extensive primary source documents, A Woman's Place traces the evolution of women in US counterterrorism efforts through the administrations of Presidents Bush, Obama, and Trump, examining key agencies like the US Department of Defense, the Department of State, and USAID. In their own words, Joana Cook investigates how and why women have developed the roles they have, and interrogates US counterterrorism practices in key countries like Iraq, Afghanistan, and Yemen. Analysing conceptions of and responses to terrorists, she also considers how the roles of women in Al- Qaeda and Daesh have evolved and impacted on US counterterrorism considerations.

This book presents original research on gender and the power dynamics of diverse forms of violent extremism, and efforts to counter them. Based on focus group and interview research with some 250 participants in Canada, France, Germany, the Netherlands and UK in 2015 and 2016, it offers insights from communities affected by radicalisation and violent extremism. It introduces the concept of gendered radicalisation, exploring how the multiple factors of paths to violent extremist groups – social, local, individual and global – can differ for both men and women, and why. The book also offers a critical analysis of gender and terrorism; a summary of current policy in the five countries of study and some of the core gendered assumptions prevalent in interventions to prevent violent extremism; a comparison of Jihadi extremism and the far right; and a chapter of recommendations. This book is of use to academics, policy-makers, students and the general reader interested in better understanding a phenomenon defining our times.
