Gender Politics And The Pursuit Of Competitiveness In Malaysia

This book is concerned with how the pursuit of national economic competitiveness by states has come to be intertwined with a globalised gender agenda—one in which women and the household economy are seen as ‘untapped’ resources. In many East and Southeast Asian economies, competitiveness and the dangers of the middle-income trap dominate economic policy agendas: states’ commitments to gender equality goals are frequently framed around ‘business case’ logics in which women’s empowerment and women’s increased engagement in the productive economy is linked to the national economic project of building and enhancing competitiveness. This book looks to the case of Malaysia in order to assess how the increasingly dominant view that gender equality is ‘smart economics’ plays out in practice. Drawing upon extensive case study research and interview data, the book hones in on the complex gender politics that are at work within government initiatives that seek to enhance competitiveness via increasing women’s labour force participation, efforts to strengthen marriage and family life, and attempts to boost women’s entrepreneurialism and status within the corporate world. Providing an account of the gender politics at work within ongoing processes of state transformation in Asia, this book will appeal to researchers and students in gender studies, Southeast Asian studies, International Political Economy and public policy.

This book examines the professional discourses produced in women’s media in Malaysia and the subject positions that they make available for career women. Drawing on feminist critical discourse analysis, critical stylistics and feminist conversation analysis, it identifies a range of gendered discourses around employment and motherhood that are underpinned by postfeminism and neoliberal feminism. Through close linguistic analysis of magazine and newspaper articles and radio talk, the study reveals that these discourses substitute balance, individual success, self-transformation and positive feelings for structural change, and entrench the very issues hindering gender workplace equality. Chapters discuss topics such as sexism, work-family balance, extensive and intensive mothering, breadwinning, gender stereotypes, beauty work, ‘synthetic sisterhood’, media practices and gender equality policies. This edited collection investigates the linguistics of globalisation, geopolitics and gender in workplace cultures in a range of different contemporary international settings. The chapters examine how issues of globalisation, gender and geopolitics affect professionals in different workplace contexts, including domestic workers; IT professionals; teachers, university staff; engineers; entrepreneurs; CEOs of different corporates including locally based businesses as well as multinationals; farmers; co-operative leaders; NGO leaders; bloggers; healthcare assistants and caregivers. Taking different sociolinguistic approaches to exploring language and the geopolitics of gender at work in Dubai, Kuwait, Kenya, Uganda, Morocco, Nigeria, Malaysia, Turkey, Belgium, Switzerland, New Zealand, Uganda, the UK and the USA, each chapter focuses on a range of salient geopolitical issues which often have global applicability, but which may also be subject to more localised socio-cultural variation. The chapters critically discuss issues of gendered language, perceptions and representations of workplace cultures, discrimination, the role of gendered stereotyping and deeply ingrained socio-cultural myths about gender and the importance of examining the intersections of identity – all of which continue to persist as barriers to equality and inclusion in workplaces worldwide. Despite the variation and diversity in professions and geopolitical contexts captured across the chapters, remarkably similar issues of gender discrimination and persisting inequalities are identified and critically discussed, thus pointing to the global nature of these issues. Current inquiries into the political economy of financial policymaking in Malaysia tend to focus on the high-level drama of crisis politics or simply point to the limited impact of post-crisis financial reforms, given that politico-business relations have remained close. In so doing, pundits ignore a number of intriguing questions: what is the relationship between financial development and financialisation and how has it played out in the Malaysian context? And more generally: how can a country like Malaysia become significantly more financially developed, yet fail to emancipate the financial system from political control; a core element of the financial development discourse? To unravel the complexities of this puzzle, this book subjects the history and contemporary practices of financial policymaking in Malaysia to scrutiny. It argues that to understand financial development in Malaysia, its progress and reversals, it is important to conceptualise it as a political, rather than a merely technical process. In so doing, the book echoes a more profound concern in the political economy literature, namely the evolving relationship between states and markets, and the supposed retreat or reassertion of the state at a time of increasing (financial) globalisation. The book can generate further insights into the evolving role of the state with regard to broader processes of development and marketisation, as they relate specifically to finance.

This volume explores agricultural commercialization from a gender equality and right to food perspective. Agricultural commercialization, involving not only the shift to selling crops and buying inputs but also the commodification of land and labour, has always been controversial. Strategies for commercialization have often reinforced and exacerbated inequalities, been blind to gender differences and given rise to violations of the human rights to food, land, work and social security. While there is a body of evidence to trace these developments globally, impacts vary considerably in local contexts. This book systematically considers these dynamics in two countries, Cambodia and Ghana. Profoundly different in terms of their history and location, they provide the basis for fruitful comparisons because they both transitioned to democracy in the early 1990s, made agricultural development a priority, and adopted orthodox policies of commercialization to develop the sector. Chapters illustrate how commercialization processes are gendered, highlighting distinctive gender, ethnic and class dynamics in rural Ghana and Cambodia and the different outcomes these generate. They also show the ways in which food cultures are changing and the often-problematic impact of these changes on the safety and quality of food. Specific policies and legal norms are examined, with chapters addressing the development and implementation of frameworks on the right to food and land administration. Overall, the volume brings into relief multiple dimensions shaping the outcomes of processes of commercialization, including gender orders, food cultures, policy translation, national and sub-national policies, corporate investments and programmes, and formal and informal legal norms. In doing so, it offers insight not only on our case countries, but also provides proposals to advance rights-based research on food security. Exploring the contentious relationship between trade and labour, this book looks at the impact of the EU’s ‘new generation’ free trade agreements on workers. Drawing upon extensive original research, including over 200 interviews with key actors across the EU and its trading partners, it considers the effectiveness of the trade-labour linkage in an era of global value chains. The EU believes trade can work for all, claiming that labour provisions in its free trade agreements ensure that economic growth and high labour standards go hand-in-hand. Yet whether these actually make a difference to workers is strongly contested. This book explains why labour provisions have been profoundly limited in the EU’s agreements with the CARIFORUM group, South Korea and Moldova. It also shows how the provisions were mismatched with the most pressing workplace concerns in the key export industries of sugar, automobiles and clothing, and how these concerns were exacerbated by the agreements’ commercial provisions. Combining both personal and academic insights into the Malaysian women’s movement, this study provides an in-depth account of the multiple struggles of the Malaysian women’s movement, from securing gender equality in a patriarchal society to achieving unity among members of a multi-ethnic society that are further divided along class and religious lines. Most historical versions of national struggles have created icons out of male figures. The authors of this book have provided a corrective to this.
