Understanding the governance of complex social-ecological systems is vital in a world faced with rapid environmental change, conflicts over dwindling natural resources, stark disparities between rich and poor and the crises of sustainability. Improved understanding is also essential to promote governance approaches that are underpinned by justice and equity principles and that aim to reduce inequality and benefit the most marginalised sectors of society. This book is concerned with enhancing the understanding of governance in relation to social justice and environmental sustainability across a range of natural resource sectors in Sub-Saharan Africa. By examining governance across various sectors, it reveals the main drivers that influence the nature of governance, the principles and norms that shape it, as well as the factors that constrain or enable achievement of justice and sustainability outcomes. Sub-Saharan Africa faces many development challenges, such as its size and diversity, rapid urban population growth, history of colonial exploitation, fragile states and conflicts over land and natural resources. This collection, contributed from different academic disciplines and professions, seeks to support the UN Habitat New Urban Agenda passed at Habitat III in Quito, Ecuador, in 2016. This book is about the process of water management decentralization in African countries, which is seen as a means of advancing river basin management at the lowest appropriate level. There are very different stages of implementing decentralization in practice. This called for research aiming to understand the following questions: (i) why do some water agencies succeed more than others? (ii) What are the variables involved in such reform process? (iii) which variables have a positive or a negative impact on the implementation of decentralization processes? (iv) Which variables could be affected by policy interventions, and how? This study aimed to answer these questions through the following objectives: (i) analyze the factors that have potentially affected the results of decentralization process in SSA basins, and (ii) analyze the performance of decentralization process in SSA basins. Qualitative and quantitative approaches were used. The main findings are that water scarcity is a major stimulus to reform; water user associations, if not well prepared and trained, may deter the decentralization process; and being part of an existing treaty over an international basin helps foster the process. Conditions improving decentralization performance include: scarcity of water resources, longer period of implementation, bottom-up creation, and appropriate budgetary support.

This is the first book on land administration and reform in Sub-Saharan Africa, and is highly relevant to all developing countries around the world. It provides simple practical steps to turn the hugely controversial subject of "land grabs� into a development opportunity by improving land governance to reduce the risks of dispossessing poor landholders while ensuring mutually beneficial investors’ deals. The book shows how Sub Saharan Africa can leverage its abundant and highly valuable natural resources to eradicate poverty by improving land governance through a ten point program to scale up policy reforms and investments at a cost of USD 4.5 billion. The book points out formidable challenges to implementation including high vulnerability to land grabbing and expropriation with poor compensation as about 90 percent of rural lands in Sub Saharan Africa are undocumented, but also timely opportunities since high commodity prices and investor interest in large scale agriculture have increased land values and returns to investing in land administration. It argues that success in implementation will require participation of many players including Pan-African organizations, Sub Saharan Africa governments, the private sector, civil society and development partners; but that ultimate success will depend on the political will of Sub Saharan Africa governments to move forward with comprehensive policy reforms and on concerted support by the international development community.
