Global Food Security And Development Aid

At the global level, international actors have repeatedly expressed their desire to end hunger and food insecurity. However, food insecurity has persisted. More analysis is hence needed on the link between continuously high levels of global food insecurity and the ever increasing flow of development aid. Global Food Security and Development Aid investigates the impact that development aid has had on food security in developing countries and includes international case studies on Peru, Ethiopia, India and Vietnam. It examines the effect of development aid in general and the impact of aid divided into different categories based on donor, mechanism and sector to which it is provided. In each examined relationship between aid and food security, particular attention is paid to the potentially intervening role played by the quality of national and/or local governance. The book makes policy recommendations, most importantly that donors should take greater care in considering which types of aid are suitable to which specific countries, localities, and development goals, and account for expected developments in the complex relationship between aid, food security, and governance. American food aid to foreigners long has been the most visible-and most popular-means of providing humanitarian aid to millions of hungry people confronted by war, terrorism and natural cataclysms and the resulting threat-often the reality-of famine and death. The book investigates the little-known, not-well-understood and often highly-contentious political processes which have converted American agricultural production into tools of U.S. government policy. In The Political History of American Food Aid, Barry Riley explores the influences of humanitarian, domestic agricultural policy, foreign policy, and national security goals that have created the uneasy relationship between benevolent instincts and the realpolitik of national interests. He traces how food aid has been used from the earliest days of the republic in widely differing circumstances: as a response to hunger, a weapon to confront the expansion of bolshevism after World War I and communism after World War II, a method for balancing disputes between Israel and Egypt, a channel for disposing of food surpluses, a signal of support to friendly governments, and a means for securing the votes of farming constituents or the political support of agriculture sector lobbyists, commodity traders, transporters and shippers. Riley's broad sweep provides a profound understanding of the complex factors influencing American food aid policy and a foundation for examining its historical relationship with relief, economic development, food security and its possible future in a world confronting the effects of global climate change.

This interdisciplinary study applies human rights theory to the problems of rural poverty in the Third World. Considering the interdependence of minimal food and health security with minimal assurance of basic freedoms, political scientist Alan G. Smith traces the linkage to the need of the food-insecure to seek clientelistic dependencies on better-off neighbors—relationships that often operate to restrict freedom of choice. In contrast to conventional rural development aid, which can introduce new client dependency if pursued alone, Smith stresses the need to find other forms of aid that would provide the option of assured minimal survival while avoiding the constraints imposed by dependency. Arguing for bolstering bottom-up human rights momentum, he suggests the transfer of appropriate tools into the hands of the target group. Recipients would make use of them to enhance autonomous food-crop production, thereby making client dependency a matter of choice rather than necessity. Smith illustrates the Third World predicament of food insecurity leading to infringement of rights by drawing together empirical evidence from Bangladesh, Botswana, and Tanzania. He further argues that respect for human rights involves a duty on the part of advantaged nations to address the Third World predicament with practical measures fully consistent with human rights, and for each of these three country cases, Smith recommends direct locally specific minimalist aid. His model, its practical illustration, and recommendations should be valuable to academics and students in the fields of rural sociology, anthropology, and political science—especially those focusing on human rights, poverty, and Third World development—as well as bureaucrats and consultants in the development aid field.

Global hunger continues to worsen despite world leaders¿ 1996 pledge ¿ reaffirmed in 2000 and 2009 ¿ to halve hunger by 2015. To reverse this trend, in 2009 major donor countries pledged $22 billion in a 3-year commitment to agriculture and food security in developing countries, of which $3.5 billion is the U.S. share. Through analysis of agency documents, interviews with agency officials and their development partners, and fieldwork in five recipient countries, this report examined: (1) the types and funding of food security programs and activities of relevant U.S. gov¿t. agencies; and (2) progress in developing an integrated U.S. governmentwide strategy to address global food insecurity as well as potential vulnerabilities of that strategy.
