Globalism And Local Democracy

This new book argues that cities and citizens are not helpless victims in a global flow of events. Three crucial questions are addressed through the three part structure: What is the nature of the globalization? What resulting challenges now confront cities and localities? How can local leaders respond to this changing environment in ways which strengthen local democracy? Written by leading urban scholars in Europe and North America the book draws on a range of disciplines to enhance academic understanding and illuminate lessons for policy and practice.

When pundits refer to the death of community, they are speaking of a number of social ills, which include, but are not limited to, the general increase in isolation and cynicism of our citizens, widespread concerns about declining political participation and membership in civic organizations, and periodic outbursts of small town violence. Making a Place for Community argues that this death of community is being caused by contemporary policies that, if not changed, will continue to foster the decline of community. Increased capital flow between nations is not at the root of the problem, however, increased capital flow within our nation is. Small towns shouldn't have to hope for a prison to open nearby and downtown centers shouldn't sit empty as suburban sparwl encroaches, but they do and it's a result of widely agreed upon public policies.

Local governance has become a subject of particular interest, even in the context of globalization. As a bottom-up strategy, it aims is to increase the opportunities for civil society to engage in affairs of their own. As a top-down strategy, it wants to mobilize all endogenous potential available to improve political steering capacity. This book examines the theoretical approaches towards citizens' participation and provides case studies that indicate a varied menu of contemporary local democracies, urban and regional governance in Europe (Germany, Sweden, and Italy), Asia (Korea and Taiwan) and the US. This book explores how discourses of the local, the particular, the everyday, and the situated are being transformed by new discourses of globalization and transnationalism, as used both by government and business and in critical academic discourse. Unlike other studies that have focused on the politics and economics of globalization, Articulating the Global and the Local highlights the importance of culture and provides models for a cultural studies that addresses globalization and the dialectic of local and global forces. Arguing for the inseparability of global and local analysis, the book demonstrates how global forces enter into local situations and how in turn global relations are articulated through local events, identities, and cultures; it includes studies of a wide range of cultural forms including sports, poetry, pedagogy, ecology, dance, cities, and democracy. Articulating the Global and the Local makes the ambitious claim that the category of the local transforms the debate about globalization by redefining what counts as global culture. Central to the essays are the new global and translocal cultures and identities created by the diasporic processes of colonialism and decolonization. The essays explore a variety of local, national, and transnational contexts with particular attention to race, ethnicity, gender, and sexuality as categories that force us to rethink globalization itself.

Combining theory with compelling case studies, this book examines the globalizing world of democracy. Noted critical scholars Stephen J. Rosow and Jim George argue that democracy must be understood not as a unified concept but as a diversity of political responses to specific conditions and political struggles. Doing so reveals how democracy is taking multiple forms around the world in response to neoliberal globalism and the increasing pace and complexity of everyday life. The authors show how the current phase of globalization is destabilizing the dominance of Western democracy promotion as resisters challenge common understandings and forms of democracy. Explaining the theory behind neoliberal globalization and democracy promotion, they consider its impact and struggles against it in South Africa, post-Soviet Russia, India, and Venezuela and other “pink tide” states in Latin America. Rosow and George also examine how digital communications networks, the centralization of security, and the fluid movements of people and ideas are destabilizing traditional democratic theories. At the same time, they give rise to concepts of democracy that focus on new forms of citizenship and democratic participation, a cosmopolitan democratic constitutionalism, cross-boundary political activism, and local and community-based economic and democratic practices.
