Globalization And The South

This volume brings together a group of authors who share a common concern with the effects of globalization on the South. Included among these effects is the accelerating erosion of the social, economic and political significance of the territorial distinction on which the terms South and North are founded. The authors' aim is explicit: to offer a unique perspective on globalization which places the transformation of the South and the renewed global organization of inequality at the heart of our understanding of the global order.

Using a world systems approach this book examines how globalization is experienced around the world and compares its intensity and impact in industrialized countries and developing countries, focusing on economic growth, technological diffusion, debt, North-South conflict, democratisation and globalization,

Two prominent features of the current global economy are the world-wide recession brought about by the recent financial crisis, and the emergence of major economic powers from within the developing world such as Brazil, China and India. The former represents the failure of global regulatory policies and macroeconomic imbalances between surplus and deficit countries; the latter is symptomatic of a partial shift in economic power towards developing nations, who are often collectively labelled the global South. The macroeconomic imbalances are unsustainable in the longer run as they mean greater absorption relative to income in deficit nations; they require corrective action and international policy coordination. Reducing imbalances also requires large developing countries to raise their domestic consumption and also imports from the rest of the world and international financial institutions to operate as a lender of last resort. Furthermore, the engines of global growth, especially for developing countries, may no longer lie solely in the traditional developed country markets in the USA, Europe and Japan, known collectively as the global North. Rather South-South trade is growing rapidly, and that could be an engine of growth for the global economy, including both developed and developing countries. The various chapters in this edited volume address issues surrounding global imbalances and the prospects for growth in developing countries propelled by South-South interaction. This book should be of interest to students and researchers focussing on political economics, international economics, globalization, global imbalance and the world-wide recession after 2008.

In the past two decades, several millions of IT-enabled services jobs have been relocated or ‘offshored’ from the US and Europe to, in particular, low cost economies around the world. Most of these jobs so far have landed in South and South-East Asia, with India and the Philippines receiving the bulk of them. This has caused profound changes in the international division of labour, and has had correspondingly wide social and economic effects. This book examines how this ‘next wave in globalization’ affects people and places in South and South-East Asia. It brings together twelve case studies from India, the Philippines, China, Hong Kong and Thailand, and explores how and for whom services offshoring creates opportunities, triggers local economic transformations and produces challenges. This book in addition compares how different countries take part in this ‘second global shift’, investigates service-sector driven economic development from a historical perspective, and engages with the question whether and to what extent services offer a new promising avenue of sustained economic growth for developing countries. It argues that service-led development in developing countries is not easy for all the workers involved, or a guaranteed path to sustained economic development and prosperity. This volume stands out from other books in the field in its exploration of the social and economic outcomes in the cities and countries where services have been located. Globalization poses a formidable dilemma for the third-world state. While there are compelling external pressures to liberalize domestic economies, market-oriented reforms threaten the economic well-being of various societal groups. Popular resistance to these reforms has been strong throughout the developing world. This volume examines the political strategies employed by third world governments to maintain programs in the face of domestic opposition.

This volume examines the impact of globalization on international environmental law and the implementation of sustainable development in the Global South. Comprising contributions from lawyers from the Global South or who have experience in the Global South, this volume is organized into three parts, with a thematic inquiry woven through every chapter to ask how law can enable economies that can be sustained, given the limited carrying capacity of the earth. Part I describes and characterizes the status quo of environmental and economic problems in the Global South during the process of globalization. Some of those problems include redistribution of environmental burden on the public through over-reliance on the state in emerging economies and the transition to public-private partnerships, as well as extreme uncontrolled economic expansion. Building on Part I, Part II takes an international perspective by presenting some tools that are in place during the process of globalization that lead to friction and interfaces between developed and developing economies in environmental law. Recognizing the impossibility of a globalized Northern economy, the authors in Part III present some alternatives through framework ideas of human and civil rights, environmental rights, and indigenous persons’ rights, as well as concrete and specific legal tools to strengthen justice and rule of law institutions. The book gives new perspectives to familiar approaches through concrete examples by professional practitioners and theoretical discourse by academic researchers, and can thereby form the basis for changes in practices, as well as further discussions and comparisons. This book will be of great interest to students and scholars of environmental law, sustainable development, and globalization and international relations, as well as legal professionals and practitioners.
