This open access book asks why and how some of the developing countries have “emerged” under a set of similar global conditions, what led individual countries to choose the particular paths that led to their “emergence,” and what challenges confront them. If we are to understand the nature of major risks and uncertainties in the world, we must look squarely at the political and economic dynamics of emerging states, such as China, India, Brazil, Russia, and ASEAN countries. Their rapid economic development has changed the distribution of wealth and power in the world. Yet many of them have middle income status. To global governance issues, they tend to adopt approaches that differ from those of advanced industrialized democracies. At home, rapid economic growth and social changes put pressure on their institutions to change. This volume traces the historical trajectories of two major emerging states, China and India, and two city states, Hong Kong and Singapore. It also analyzes cross-country data to find the general patterns of economic development and sociopolitical change in relation to globalization and to the middle income trap.

The Long Battle for Global Governance charts the manner in which largely excluded countries, variously described as ‘ex-colonial’, ‘underdeveloped’, ‘developing’, ‘Third World’ and lately ‘emerging’, have challenged their relationship with the dominant centres of power and major institutions of global governance across each decade from the 1940s to the present. The book offers a fresh perspective on global governance by focusing in particular on the ways in which these countries have organised themselves politically, the demands they have articulated and the responses that have been offered to them through all the key periods in the history of modern global governance. It re-tells this story in a different way and, in so doing, describes and analyses the current rise to a new prominence within several key global institutions, notably the G20, of countries such as Brazil, China, India and South Africa. It sets this important political shift against the wider history of longstanding tensions in global politics and political economy between so-called ‘Northern’ and ‘Southern’ countries. Providing a comprehensive account of the key moments of change and contestation within leading international organisations and in global governance generally since the end of the Second World War, this book will be of great interest to scholars, students and policymakers interested in politics and international relations, international political economy, development and international organisations.

This volume contributes to the growing debate surrounding the impact that the rising powers may or may not be having on contemporary global political and economic governance. Through studies of Brazil, India, China, and other important developing countries within their respective regions such as Turkey and South Africa, we raise the question of the extent to which the challenge posed by the rising powers to global governance is likely to lead to an increase in democracy and social justice for the majority of the world’s peoples. By addressing such questions, the volume explicitly seeks to raise the broader normative question of the implications of this emergent redistribution of economic and political power for the sustainability and legitimacy of the emerging 21st century system of global political and economic governance. Questions of democracy, legitimacy, and social justice are largely ignored or under-emphasised in many existing studies, and the aim of this collection of papers is to show that serious consideration of such questions provides important insights into the sustainability of the emerging global political economy and new forms of global governance. This book was published as a special issue of Third World Quarterly.

A Discourse on Economic Development is based on two recently published books by Kartik Roy. Governance Institutions and Economic Development: Emerging China, India, East Asia presented an in-depth analysis of the reasons for successes and failures of these nations' developmental efforts. Economic, Environmental and Political Governance in China, Japan, India, Brazil, Korea, Indonesia, Thailand, Malaysia, Singapore and Vietnam brought acknowledged the urgency of the need for countries' political leaders to follow the teachings of Kautilya, Confucius, Ibn Khaldun, Karl Marx and Mahatma Gandhi and to make serious efforts to implement those lessons in practice. It is worth noting here Mancur Olson's famous remarks that economic decisions are unlikely to be taken in the collective interest of individuals due to bargaining costs and the problem of free riders, unless they are members of small groups. Such a coalition of self-interest individuals is likely to try to redistribute income towards itself instead of working to raise efficiency and national income for the full benefit of the entire population and country. Hence, the authors feel that it is more likely that in all democracies rather than in autocracies, members of the ministry will form Olson's coalition of self-interest fulfilling persons who are semi-literate, have rarely been engaged in any income earning activity, and who are adept at taking recourse to dishonest means to fill up their pockets, as well as to attain glory, and who have no knowledge of the teachings of Kautilya, Confucius, Khaldun, Marx, Gandhi and other great men of the past. Likewise, they will have no interest in their implementation on practice. In this book, the authors have made an effort to create a synergy between the theory and practice in economic development.
