Governing Heritage Dissonance

Research explores cultural policies and specific policy tools aimed at working with heritage dissonance and heritage related conflicts created for and implemented within the region of South East Europe (SEE) with the aim of contributing to reconciliation, mutual understanding and peace-building. The research analyses four distinctive cases which worked with heritage dissonance developed within and for the SEE region (the transnational nomination for UNESCO World Heritage List of Stećaks, medieval tombstones by the Ministries of Culture of Croatia, Serbia, Montenegro and Bosnia and Herzegovina; the regional exhibition Imagining the Balkans: Identities and Memory in the Long 19th Century involving.

Creating and Governing Cultural Heritage in the European Union: The European Heritage Label provides an interdisciplinary examination of the ways in which European cultural heritage is created, communicated, and governed via the new European Heritage Label scheme. Drawing on ethnographic field research conducted across ten countries at sites that have been awarded with the European Heritage Label, the authors of the book approach heritage as an entangled social, spatial, temporal, discursive, narrative, performative, and embodied process. Recognising that heritage is inherently political and used by diverse actors as a tool for re-imagining communities, identities, and borders, and for generating notions of inclusion and exclusion in Europe, the book also considers the idea of Europe itself as a narrative. Chapters tackle issues such as multilevel governance of heritage; geopolitics of border-crossings and border-making; participation and non-participation; and embodiment and affective experience of heritage. Creating and Governing Cultural Heritage in the European Union advances heritage studies with an interdisciplinary approach that utilises and combines theories and conceptualizations from critical geopolitics, political studies, EU and European studies, cultural policy research, and cultural studies. As such, the volume will be of interest to scholars and students engaged in the study of heritage, politics, belonging, the EU, ideas, and narratives of Europe.

This open access book discusses political, economic, social, and humanitarian challenges that influence both how people deal with their past and how they build their identities in contemporary Europe. Ongoing debates on migration, on local, national, inter- and transnational levels, prove that it is a divisive issue with regards to understanding European integration and identity. At the same time, the European Union increasingly invests in projects related to European heritage, museums, and cultural memory networks, while having to take dissonant heritages into account. These processes in their combination offer an interesting dynamic and form the complex puzzle that poses challenging questions for anyone involved in academic research, heritage practices, and policy debates. With this puzzle at its core, this book explicitly focuses on slippery and transforming notions of Europe and critically discusses ongoing and transforming power structures of heritage and memory in today’s Europe. The book combines theoretical and methodological contributions to the debates on European heritage and memory studies and in-depth analyses of empirical case studies. Its main aim is to bring research fields concerning memory and heritage into a closer dialogue and thus explore the cultural and political dynamics of contemporary Europe.

This book studies how people negotiate difficult heritage within their everyday lives, focusing on memory, belonging, and identity. The starting point for the examination is that temporalities lie at the core of understanding this negotiation and that the connection between temporalities and difficult heritage remains poorly understood and theorized in previous research. In order to fully explore the temporalities of difficult heritage, the book investigates places in which the incident of violence originated within different time periods. It examines one example of modern violence (Mostar in Bosnia and Herzegovina), one example of where the associated incident occurred during medieval times (the Gazimestan monument in Kosovo), and one example of prehistoric violence (Sandby borg in Sweden). The book presents new theoretical perspectives andprovides suggestions for developing sites of difficult heritage, and will thus be relevant for academic researchers, students, and heritage professionals.

The book focuses on international cultural relations dealing with cultural heritage in terms of heritage diplomacy. The contributors discuss the potentials and limitations of heritage diplomacy and how it could be approached in theory, policy, and praxis. Cultural heritage is an essential element in transmitting values, establishing narratives of historical and contemporary connectivity, and creating subjective and collective identities and a feeling of belonging. During the past decade, the potential of cultural heritage for state foreign policy and in international heritage governance has attracted increasing interest among heritage scholars. This potential, however, remains under-researched in the broader spectrum of international cultural relations. This volume aims to critically explore the previous research on heritage diplomacy, develop its theoretical basis and scope, and thereby extend the discussion to new topics and themes. The articles extend the discussion of cultural heritage from its role in ‘soft power’ and foreign policy to a dialogic approach within international cultural relations. Such an approach deconstructs existing hierarchies in domestic and international power relations and understands cultural heritage as a contact zone that fosters people-to-people connectivity and cooperation based on trust. Heritage Diplomacy: Discourses, Imaginaries and Practices of Heritage and Power will appeal to upper-level students, researchers, and academics interested in Heritage Studies, Cultural Studies, Anthropology, International Relations, and Policy Studies. In this book, practitioners and students discover perspectives on landscape, place, heritage, memory, emotions and geopolitics intertwined in evolving citizenship and democratization debates. This volume shows how memorialization can contribute to wider inclusive interpretations of history, tourism and human rights promoted by the European Project. It's geographies of memories can foster cooperation as witnessed throughout Europe during the 2014-18 WWI commemorations. Due to new world orders, geopolitical reconfigurations and ideals that emerged after 1918, many countries ranging from the Baltic and Russia to the Balkans, Turkey and Greece, eastern and central Europe to Ireland are continuing with commemorations regarding their specific memories in the wider Europe. Shared memorial spaces can act in post conflict areas as sites of reconciliation; nonetheless `the peace' cannot be taken for granted with insecurities, globalization, and nationalisms in the USA and Russia; the UK's Brexit stress and populist movements in Western Europe, Visegrád and Balkan countries. Citizen-fatigue is reflected in socio-political malaise mirrored in France's Yellow Vest movement and elsewhere. Empathy with other peoples' places of memory can assist citizens learn from the past. Memory sites promoted by the EU, Council of Europe and UNESCO may tend to homogenize local memories; nevertheless, they act as vectors in memorialization, stimulating debate and re-evaluating narratives. This textbook combines geographical, inter-cultural and inter-disciplinary approaches and perspectives on spaces of memory by a range of authors from different countries and traditions offers the reader diverse and holistic perspectives on cultural geography, dynamic geopolitics, globalization and citizenship.
