Excerpt from Government Ownership of Railways In an earlier book entitled The American Transporta tion Question, the author has discussed the railway prob lem of the United States as it presents itself if it be assumed that the policy of private ownership of railways is to be maintained. The present work has two purposes. One is to give information as to the comparative results of private and public ownership and management of rail ways in various leading and typical countries. Its other, and main, purpose is to try to direct serious consideration to the question of what in view of the experience of other countries with state ownership and management, and of the conditions existing in the United States would probably be the results of the adoption of government own ership and management of railways in this country. Excerpt from Government Ownership V. Private Ownership of Railways in Canada The true relation of the railway to the people or state may be set forth in the following propositions: First: The railways of a country are the main highways of a country. Second: There is no source of revenue for a railway other than the rates imposed upon the people for the carrying of their persons and their goods. Third: This revenue is raised, not from any hidden fountain of wealth within the railway itself, but from the earnings of the people, whose labor and money furnish the traffic. Fourth: By the division of labor in modern civilized life ever: one who earns or spends money contributes directly or indirectly to the cost of transportation, and this cost enters into every article used by every citizen. Excerpt from Historical Sketch of State Railway Ownership One further explanation is necessary. Nothing was said of Canada in the paper as originally written. Not because the history of Government ownership of railways in the democratic Dominion of Canada is lacking in interest, but for purely personal reasons. In the autumn of 1916, before I had finished writing the paper, I was invited to become a member of a Royal Commission to advise the Dominion Govern' ment as to its future railway policy. On Canadian affairs, therefore, my mouth was closed. I am now free, however, to deal with the story. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from National Ownership of Railways The Railways are Public Highways and as such, be ing necessary to transportation as a means of exchange, they should be owned and operated lay Society in the interest of Society. Highways are not private but public institutions, and when government lets out the construction of its highways, giving to corporate bodies the privilege of taxing those who use them, there is always retained a superintending power, a right to regulate the charges imposed upon the public. That the government has a right to prescribe rates has been so well established by judicial decisions that it is no longer a question for discussion. It is the duty of the State to provide inter-communication, and the chartering of a railroad by a private company is for the purpose of performing said duty for the State. Says Chief Justice Black A railway is a public highway for the public benefit, and the right of the corporation to exact a uniform, reasonable, stipulated tell from those who pass over it, does not make its main use a private one. The public have an interest in such a road when it belongs to a corporation as clearly as they would 1f it were free, or if the tolls were payable to the State. Excerpt from Government Ownership of Railways: Considered as the Next Great Step in American Progress I want to convince you of the truth of four significant contentions which I make. First: that government ownership is all but an accomplished fact in the world at the pre sent time. Second: that all the governments which have tried the system of nationalization of railways were never so active as now in the matter of bringing about complete govern ment ownership by extending the present system by purchase and construction. Third: that the sentiment in favor of government ownership among the people of this country, and of the world for that matter, is more general and deeply seated than it is commonly understood to be. And fourth: when govern ment ownership comes in this country it is likely to appear very suddenly. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books.
