Government Response To Financial Constraints

Authors Jones and McCaffery provide perspectives on Canadian government actions to manage financial contingency and restraint. Although the primary focus is on provincial government, attention is also paid to the actions of the federal government. The authors begin by presenting a theoretical framework through which government financial restraint management may be evaluated. In the following chapters, criteria derived from this framework are then applied to provincial government financial stress and restraint management actions. They examine the provincial economic base, revenue and expenditure trends, and financial condition. In particular, annual and cumulative budget deficits and debt loads are reviewed as indicators of the degree of financial stress faced by provincial governments. Actions taken by provinces to increase revenues and productivity, and to control expenditures, are reviewed from the early 1970s to 1987, with emphasis on the period 1983-1987. A comparison of financial stress management in the Province of Ontario and the State of California is also presented, and this comparative approach is continued in a chapter on Canadian federal government financial stress management. Finally, Canadian federal efforts to institute budget control under the Policy and Expenditure Management system are compared to budget control approaches utilized by the U.S. federal government. This unique study will improve our understanding of how the Canadian provincial and federal governments manage budgeting and financial stress. The Financial Crisis Inquiry Report, published by the U.S. Government and the Financial Crisis Inquiry Commission in early 2011, is the official government report on the United States financial collapse and the review of major financial institutions that bankrupted and failed, or would have without help from the government. The commission and the report were implemented after Congress passed an act in 2009 to review and prevent fraudulent activity. There is no precise definition of "financial crisis", but a common view is that disruptions in financial markets rise to the level of a crisis when the flow of credit to households and businesses is constrained and the real economy of goods and services is adversely affected. Since mid-2007, governments have tried with limited success to keep downturn in U.S. sub-prime housing from developing into such a crisis. In response to the ongoing financial turmoil, the federal government intervened financially with private corporations on a large scale that resulted in the government receiving significant debt and equity considerations three times since the beginning of 2008. On October 3rd 2008, the Troubled Assets Relief Program (TARP) was signed into law, giving Treasury the option of purchasing or insuring up to $700 billion of assets from financial firms. This book focuses on the inherent contradiction between bureaucracy, hierarchy, and the vision inspired by the architecture of modern information technology of a more egalitarian culture in public organizations. We agree with Evans and Wurster and others who have argued that, in the future, knowledge-based productive relationships will be designed around fluid, teambased collaborative communities, either within organizations (i.e., deconstructed value chains), or in collaborative alliances such as those with "amorphous and permeable corporate boundaries characteristic of companies in the Silicon Valley" that is, deconstructed supply chains. A myth from the colonial period was that Americans could defend themselves by keeping a rifle in the closet and when needed, grab it, and march off to battle in times of crisis. Unfortunately, providing national defense is more complicated that that; indeed it was more complicated even during the Revolutionary war. General George Washington’s struggles to form a standing army supported by workable logistics and supply processes and to get funding for both from the Revolutionary Congress are well documented. Financing national defense requires planning and resourcing in advance. Reacting at the instant of crisis is too late. Building an educated, highly trained and capable Armed Forces and the acquisition of defense weapons and weapons systems has long lead times and involves making decisions the consequences of which are likely to last for decades. These decisions include how to recruit and retain military and civilian personnel as well as designing, buying and fielding a vast array of ground weapons, ships, aircraft and other weaponry. A decision to buy a major defense weapons system for example sets in motion a chain of other decisions that will affect the U.S., its allies and enemies around the world.
