Green Development Model Of China S Small And Medium Sized Cities

The book discusses how to establish a land-use system for small and medium-sized cities in order to promote low carbon economic development and to ensure sustainable development. It also presents the objectives and requirements of urban green development: The first objective is to establish a green city with ecological harmony. The second is the establishment of a people-oriented harmonious city, which is important for the green development of city. Drawing on past experience and combining this with the current situation in China’s cities, it argues that the construction of people-oriented harmonious cities should be a priority. The third objective is to build multi-functional organic cities in which the urban function is relatively independent. Lastly, the fourth objective is to establish a city with unique charm, applying historical ways of thinking to today’s world.

The report was launched during China’s Twelfth Five-year Period (2011-2015). After revising the measurement system of the Green Development Index 2011, the report measures the green development level of 30 provinces, municipalities and autonomous regions as well as 38 large and medium-sized cities in China. A Public Satisfaction Survey of the Urban Residents is first introduced into the report. Both the province and the city Green Development Index systems consist of three parts, the green degree of economic growth, the carrying potential of natural resources and environment, and the support degree of government policies. The three parts reflect the production and resource usage efficiency, the situation of environment and resources protection and pollutants emission, and government’s related investment and management respectively. The China Green Development Index Report 2012 has the comprehensive evaluation of the green economy development in China and its importance to China’s rational development and switch in economic development model.

This book presents an in-depth study on and summary of the current practice and theories for the construction of eco-cities in China in the context of the country’s rapid urbanization. It argues that by 2020, 60% of China’s population will live in cities. And the evolution from “green cities” to “eco- cities”, and subsequently to “smart cities” is crucial to China’s sustainable development. The book presents a feasible and objective quantitative evaluation system for the sustainable and healthy development of eco-cities. It summarizes the Chinese experience in building eco- cities as the coordinated development of economy, society, resources and environment, with the goal being “to make cities inclusive, safe, resilient and sustainable”. This is essential to achieving a number of the United Nations’ Sustainable Development Goals. In addition, the book defines the current stage of development Chinese cities have reached in terms of ecological construction, and offers guidance on selecting suitable urban ecological construction modes and improvement approaches. It provides a valuable reference source and guidebook for research on and the practice of eco-city construction. Accordingly, it will help other countries around the world, especially the developing countries, to benefit from China’s successful experience.

The scope of this book is to map China’s city clusters and their individual directions for the national-level strategies in line with the 2060 carbon neutrality plan. Since China announced the carbon neutrality plan in autumn 2020, no study has looked at the role of city clusters in achieving this long-term plan. Hence, this study is believed to be the first attempt to explore this important topic from the city cluster perspective. It explores the challenges, opportunities, and directions of all 19 city clusters, allowing readers to have a clear picture of China’s historical and ongoing progress, as well as the challenges and opportunities that lie ahead. In a short time, China’s city clusters have helped boost regional economic development, infrastructure development, trade and business, and better urban–rural integration. With enhanced coordination of connection and transport networks in and between the city clusters, we see a growing number of initiatives beyond just the initial economic strategies. The dual approach of top-down policies and infrastructure systems and bottom-up governance and investments has helped China consider urban–rural development strategies and regional sustainable development. These factors are essential to be explored from the city cluster perspective and in line with China’s sustainable development and carbon neutrality directions. Hence, the book covers these points holistically, ensuring that regional planning and development are favored in the face of uneven urbanization trends. We anticipate this book to be a valuable resource for local governments and authorities, urban planners and practitioners, developers, and urban researchers. While the focus is on China’s city clusters, we believe there are similar examples elsewhere. Hence, lessons learnt from this book could apply to other countries, regions, and subregions. Lastly, the book aims to put regional sustainable development at the heart of longer-term strategies and plans, such as the case of China’s carbon neutrality plan.

With the rapid growth of global industrialization, there has been substantial consumption of fossil fuels such as coal, petroleum, and natural gas along with growing carbon dioxide emissions. Unprecedented environmental and ecological crisis clouded the world. Fortunately, the Climate Conference in Copenhagen signaled hope amid the sluggish global economic recovery. Countries worldwide have been braced for developing their scientific and industrial strategies in the era of post financial crisis with a green and low-carbon philosophy. In 2008, the UN unveiled a plan for green politics and green economy, which is well-received and carried out by countries worldwide. China’s 30-year rapid economic development has attracted worldwide attention. However, how to develop in a sustainable manner when faced with acute contradictions between economic growth, resources and environment has posed great challenges to China. Therefore, it is of great significance for us to speed up the study of green development and find a rational growth model. This study is completed by Prof. Li Xiaoxi and the dedication of other leading thinkers in economics, management, environment and resources together with the help of China Economic Monitoring and Analysis Center (CEMA).

This book explores China’s eco-development strategies and practices from a multi-scalar perspective, discussing the importance of interplay between multi spatial levels of the built environment, as well as the stakeholders who are key players for China’s eco-development. Based on a selection of eco-development Chinese case studies - eco-city, eco-community and eco-building - it highlights how specific eco initiatives and green features are applied and practiced, offering a guide to China’s strategy directions and design and planning trends. The book identifies gaps and strategies and solutions for future eco-development expected to take place in China in the coming decades, as well as useful references for eco-development in other countries, and provides a useful resource for studies in the fields of urbanism, sustainable development and eco-design.

To promote China’s sustainable city construction and development, this Brief has preliminarily used an assessment indicator system and development index of a sustainable city, based on a summary and analysis of the existing Sustainable City theories and practices both at home and aboard. Meanwhile, mainly based on the data from 2008, this Brief has made a tentative assessment of the development level of Sustainable City in some major Chinese cities.

The continuing rapid growth and development of China's cities brings many complex challenges. Tasked with supporting strong economic development that provides jobs and a good quality of life for its growing number of residents, China's cities also must ensure sustainable development in line with national efforts to transition to a less carbon-intensive economy, as outlined in China's 12th Five-Year Plan. Sustainable Low-Carbon City Development in China summarizes, through the specific lens of low-carbon development, the lessons of the World Bank's activities related to sustainable urban development in China. The various chapters present overall approaches and achievements in low-carbon city developments and highlight specific experiences across all urban sectors, including energy, transport, solid waste, water, and waste water. The book also explores cities' role in climate adaptation and opportunities presented by carbon finance and other global mechanisms to finance low-carbon city development. The World Bank project data and experience combined with the national and international experience presented in this edited book deliver both a broad picture and actionable steps for China's urban development. The chapters argue that China's cities not only need to, but also have an opportunity and the ability to integrate sustainable low-carbon development in their urban development. Low-carbon efforts align closely with the sustainable urbanization agenda and the book points to multiple benefits, such as improved air quality and urban livability, that can be derived from implementing this urgent agenda. The intended audience of this edited book is government officials of municipalities, cities, and townships in China who will be defining policies and programs to achieve the targets of economic growth and carbon emission reductions emerging from the 12th Five-Year Plan. The lessons presented may also be of interest to other countries and development partners supporting low-carbon urban programs.
