This book blends up to date scholarship from primary sources with fascinating detail of its people and their often turbulent struggle for survival. It provides a detailed chronological historical anaylsis but focuses especially on the story and every day lives of its inhabitants from the earliest days of settlement to the overthrow, and execution, of the revolutionary Prime Minister Maurice Bishop in 1981, and beyond.

This book, first published in 1984, analyses the background to the revolution in Grenada and details the course of its progress, examining the reasons why it faltered and failed. International factors played no small part in these events, setting the agenda for the internal processes of the revolution and bringing it to an end. This 2014 Article IV Consultation highlights that Grenada’s economy continues to face significant headwinds after a decade of natural disasters and economic shocks coalesced into a deep economic crisis by 2011–2012. Economic activity declined by more than 8 percent of GDP from peak to trough (2008–2012) as tourism and construction collapsed. After almost four years of decline, real GDP grew by 1.5 percent in 2013. To address the fiscal crisis, the authorities have initiated fiscal adjustment as part of their 2014 budget, and have subsequently approved a large package of revenue measures needed for the targeted consolidation.

This paper discusses Ex Post Assessment of Longer-Term Program Engagement on Grenada. Grenada’s engagement with the IMF played an important role in supporting the small island economy after it was buffeted by major adverse shocks. IMF support catalyzed substantial donor aid in the wake of unprecedented damage from two hurricanes and provided additional resources when the global crisis hit. Key reforms were also advanced, including the implementation of a value-added tax and strengthening of the nonbank regulatory framework. Executive Directors have agreed that a new program should support urgently needed fiscal consolidation, promote faster and more inclusive growth, and focus on a few macro-critical reforms.
