Handbook On Water Security

Water security has received increasing attention in the scientific and public policy communities in recent years. The Handbook on Water Security is a much-needed resource that helps the reader navigate between the differing interpretations of water security. It explains the various dimensions of the topic by approaching it both conceptually and thematically, as well as in relation to experiences in different regions of the world. The international contributors explore the various perspectives on water security to show that it has multiple meanings that cannot easily be reconciled. Topics discussed include: challenges from human security to consumerism, how trade policies can help to achieve water security in a transboundary setting, the potential of risk-based governance arrangements and the ecology of water security. This book highlights the relationship between the water sector and various other sectors in order to establish an improved understanding of the importance of water resources as an essential cross-cutting vector of socio-economic development. The book is both policy and practice oriented and is not constrained by existing definitions on water security. It includes actual experiences of policy, management, development and governance decisions taken within the water sector, and examples on how these have affected the energy and agricultural sectors as well as impacted the environment, and vice versa, as appropriate. It also discusses trade-offs, short and long-term implications, lessons learnt, and the way forward. The book includes case studies on cities, countries and regions such as Australia, China, Singapore, Central Asia, Morocco, Southern Africa, France, Latin America, Brazil and California.

The purpose of this book is to present an overview of the latest research, policy, practitioner, academic and international thinking on water security—an issue that, like water governance a few years ago, has developed much policy awareness and momentum with a wide range of stakeholders. As a concept it is open to multiple interpretations, and the authors here set out the various approaches to the topic from different perspectives. Key themes addressed include: Water security as a foreign policy issue The interconnected variables of water, food, and human security Dimensions other than military and international relations concerns around water security Water security theory and methods, tools and audits. The book is loosely based on a masters level degree plus a short professional course on water security both given at the University of East Anglia, delivered by international authorities on their subjects. It should serve as an introductory textbook as well as be of value to professionals, NGOs, and policy-makers.

In the 21st Century, the world will see an unprecedented migration of people moving from rural to urban areas. With global demand for water projected to outstrip supply in the coming decades, cities will likely face water insecurity as a result of climate change and the various impacts of urbanisation. Traditionally, urban water managers have relied on large-scale, supply-side infrastructural projects to meet increased demands for water; however, these projects are environmentally, economically and politically costly. Urban Water Security argues that cities need to transition from supply-side to demand-side management to achieve urban water security. This book provides readers with a series of in-depth case studies of leading developed cities, of differing climates, incomes and lifestyles from around the world, that have used demand management tools to modify the attitudes and behaviour of water users in an attempt to achieve urban water security. Urban Water Security will be of particular interest to town and regional planners, water conservation managers and policymakers, international companies and organisations with large water footprints, environmental and water NGOs, researchers, graduate and undergraduate students.

This book highlights the likely impacts of climate change in terms of global and national water securities, how different countries are attempting to address these complex problems and to what extent they are likely to succeed. A major global concern at present, especially after the social and economic havoc that has been caused by COVID-19 in only one year, is how we can return to earlier levels of economic development patterns and then further improve the process so that sustainable development goals are reached to the extent possible by 2030, in both developed and developing countries. Mankind is now facing two existential problems over the next several decades. These are climate change and whether the world will have access to enough water to meet all its food, energy, environment and health needs. Much of expected climate change impacts can be seen through the lens of extreme hydrological events, like droughts, floods and other extreme hydrometeorological events. Over the last decade, water security has replaced sustainability as the key optic for thinking about how we manage water. This reframing has offered benefits (including clear recognition of the link between humans, the environment and the right to water) and also posed challenges (the tendency in some quarters to interpret “security” solely in terms of geopolitical or economic “securitisation”). In this collection, the authors offer a radical repositioning of these debates updated to reflect the concerns of our post-pandemic world. The chapters in this volume examine several different themes including how water security articulates with locality and culture, how it operates across spatial scales and its moral/ethical resonances. Nature-Based Solutions and Water Security: An Action Agenda for the 21st Century presents an action agenda for natural infrastructure on topics of standards and principles, technical evaluation and design tools, capacity building and innovative finance.
