Hazards In A Fickle Environment Bangladesh

This book evolved from a collaborative research project between the University of Manitoba, Canada and Jahangirnagar University, Bangladesh, which commenced in 1984 to study the problems of river channel migration, rural population displacement and land relocation in Bangladesh. The study was sponsored by the International Development Research Center (IDRC), based in Ottawa, Canada. It was through this project that I started my journey into disaster research more than thirteen years ago with basically an applied problem of massive magnitude in Bangladesh. I spent two- and-a half-years, in two stages, in Bangladesh's riparian villages to collect the empirical data for this study. Then the growing disaster discourse throughout the 1980s, especially its conceptual and theoretical areas, drew me in further, gluing my interest to these issues. In the 1990s, during my research and teaching at Brandon University, Canada, I realized that, despite the large body of literature on natural disasters, there was no work that synthesized the approaches to nature-triggered disasters in a comprehensive form, with sufficient empirical substantiation. In addition, despite the great deal of attention given to disasters in Bangladesh, I found no detailed reference book on the topic. Natural hazards and disasters, in my view, should be studied under a holistic framework encompassing the natural environment, society and individuals. Overreaction to the limitations of technocratic-scientific approaches-the control and prevention of physical events through specialized knowledge and skills-has resulted in a call for "taking the naturalness out of natural disasters.

Managing climate variability and change remains a key development and food security issue in Bangladesh. Despite significant investments, floods, droughts, and cyclones during the last two decades continue to cause extensive economic damage and impair livelihoods. Climate change will pose additional risks to ongoing efforts to reduce poverty. This book examines the implications of climate change on food security in Bangladesh and identifies adaptation measures in the agriculture sector using a comprehensive integrated framework.First, the most recent science available is used to characterize current climate and hydrology and its potential changes. Second, country-specific survey and biophysical data is used to derive more realistic and accurate agricultural impact functions and simulations. A range of climate risks (i.e. warmer temperatures, higher carbon dioxide concentrations, changing characteristics of floods, droughts and potential sea level rise) is considered to gain a more complete picture of potential agriculture impacts. Third, while estimating changes in production is important, economic responses may to some degree buffer against the physical losses predicted, and an assessment is made of these. Food security is dependent not only on production, but also future food requirements, income levels and commodity prices. Finally, adaptation possibilities are identified for the sector. This book is the first to combine these multiple disciplines and analytical procedures to comprehensively address these impacts. The framework will serve as a useful guide to design policy intervention strategies and investments in adaptation measures.

​There has been some degree of reluctance in the past to consider disaster risk management within the mainstream of adaptation to climate variability and climate change. However, there is now wide recognition of the need to incorporate disaster risk management concerns in dealing with such phenomena. There is also a growing awareness of the necessity for a multi-sectoral approach in managing the effects of climate variability and climate change, since this can lead to a significant reduction of risk. This book presents the latest findings from scientific research on climate variation, climate change and their links with disaster risk management. It showcases projects and other initiatives in this field that are being undertaken in both industrialised and developing countries, by universities and scientific institutions, government bodies, national and international agencies, NGOs and other stakeholders. Finally, it discusses current and future challenges, identifying opportunities and highlighting the still unrealised potential for promoting better understanding of the connections between climate variation, climate change and disaster risk management worldwide.

Environmental Hazards and Disasters: Contexts, Perspectives and Management focuses on manifested threats to humans and their welfare as a result of natural disasters. The book uses an integrative approach to address socio-cultural, political and physical components of the disaster process. Human and social vulnerability as well as risk to environmental hazards are explored within the comprehensive context of diverse natural hazards and disasters. In addition to scientific explanations of disastrous occurrences, people and governments of hazard-prone countries often have their own interpretations for why natural disasters occur. In such interpretations they often either blame others, in order to conceal their inability to protect themselves, or they blame themselves, attributing the events to either real or imagined misdeeds. The book contains a chapter devoted to the neglected topic of such reactions and explanations. Includes chapters on key topics such as the application of GIS in hazard studies; resiliency; disasters and poverty; climate change and sustainability and development. This book is designed as a primary text for an interdisciplinary course on hazards for upper-level undergraduate and Graduate students. Although not targeted for an introductory hazards course, students in such a course may find it very useful as well. Additionally, emergency managers, planners, and both public and private organizations involved in disaster response, and mitigation could benefit from this book along with hazard researchers. It not only includes traditional and popular hazard topics (e.g., disaster cycles, disaster relief, and risk and vulnerability), it also includes neglected topics, such as the positive impacts of disasters, disaster myths and different accounts of disasters, and disasters and gender.
