Health Financing Strategy For The Asia Pacific Region 2010 2015

The Health Financing Strategy for the Asia Pacific Region (2010-2015) will help governments analyze their health financing situations and identify specific actions to achieve universal coverage. It was developed as a result of regional health financing reviews and consultations and is based on a growing body of global research and evidence. It adds three new areas intended to improve aid effectiveness, more efficiently use resources and improve provider payment methods. All contribute to attaining universal coverage of quality health services.

East Asian and Pacific countries are growing rapidly. They need high quality, well-funded health systems to underpin their population growth and assure continued productivity and economic growth. But countries will need to spend wisely, using modern techniques of insurance and strategic contracting with providers.

On 21-22 April 2010, the Asian Development Bank (ADB) organized a social protection conference in Manila. Interest in social protection has been growing since the global financial crisis heightened awareness of the many millions of people in Asia and the Pacific who live in poverty or vulnerable situations. Thus, policy makers are now keen to develop social protection systems that can assist people to both leave and stay out of poverty. The conference brought together people from ADB, its developing member countries, partner agencies, research institutes, and civil society organizations to exchange valuable experience and information and discuss ideas on how to develop social protection and expand it for the well-being of people in Asia and the Pacific. This book features selected papers from the conference that respond to the need for integrated and inclusive social protection to improve the quality of peoples' lives and livelihoods. Specific areas emphasized are health insurance, pensions, the informal sector, measures targeting children, and measuring and monitoring social protection.

This report summarize the experience since 2008 of the global efforts coordinated by the World Bank to use National Health Accounts (NHA) to better assess sources and allocation of public, donor and private health expenditures and inform countries' health financing policies.

While much progress has been made on achieving the Millenium Development Goals over the last decade, the number and complexity of global health challenges has persisted. Growing forces for globalization have increased the interconnectedness of the world and our interdependency on other countries, economies, and cultures. Monumental growth in international travel and trade have brought improved access to goods and services for many, but also carry ongoing and ever-present threats of zoonotic spillover and infectious disease outbreaks that threaten all. Global Health and the Future Role of the United States identifies global health priorities in light of current and emerging world threats. This report assesses the current global health landscape and how challenges, actions, and players have evolved over the last decade across a wide range of issues, and provides recommendations on how to increase responsiveness, coordination, and efficiency â€" both within the U.S. government and across the global health field.

Despite Asia’s rapid growth, vast sections of its population still live in poverty and suffer hunger and other forms of deprivation. Merely relying on Asia’s growth will not help the deprived see a better future in their lifetimes. Ways must be found to make growth more inclusive combined with proactive public action to bring substantial improvements in the lives of Asia’s deprived people. This book is written by a set of experts who have been working long on reducing various aspects of human deprivations in Asia. It begins with a discussion of the massive dimensions of deprivations that continue to exist in Asia. Although many countries have adopted inclusive growth strategies to enable the benefits of growth to reach the poor, much more needs to be done to make growth processes more broad based and beneficial to all. The book points to essential action needed to bring this about. The book also emphasizes the crucial role of determined, target driven public action if Asia’s deprived populations are to see substantial improvement in their lives.
