Coral Mary Bell AO, who died in 2012, was one of the world’s foremost academic experts on international relations, crisis management and alliance diplomacy. This collection of essays by more than a dozen of her friends and colleagues is intended to honour her life and examine her ideas and, through them, her legacy. Part 1 describes her growing up during the Great Depression and the Second World War, her short-lived sojourn in the Department of External Affairs in Canberra, where she was friends with some of the spies who worked for Moscow, and her academic career over the subsequent six decades, the last three of which were at The Australian National University. Most of Coral’s academic career was spent in Departments of International Relations. She was disdainful of academic theory, but as discussed in Part 2, she had a very sophisticated understanding of the subject. She was in many ways a Realist, but one for whom agency, in terms of ideas (the beliefs and perceptions of policy-makers) and institutions (including conventions and norms of behaviour), essentially determined events. Part 3 is concerned with power politics, including such matters as Cold War competitions, crisis management, alliance diplomacy, and US and Australian foreign policies. This book provides an introduction to, and analysis of, the English School’s views on International Relations as they developed from the somewhat vague state/society distinction to the present focus on foundation institutions, regional organisation and the globalization of international society. It focuses on key thinkers and texts and turning points and moves our understanding of the English School beyond the past work of the British Committee to the more recent work of Barry Buzan et. al. to offer a comprehensive overview and interrogation from the leading lights of this arm of International Relations thought. This volume is one of the cornerstones of the EISA sponsored Trends in European IR Theory series complementing the volumes on International Political Theory, Liberalism, Realism, International Political Economy, the post-positivist tradition, and Feminism published for the centenary of IR as a discipline.

This book examines the ongoing power transition and its ramifications for world order from an international society perspective. In that perspective, the outcome of big changes in the distribution of power is a matter of socialization rather than structural determination or the resilience of the so-called Liberal world order. Consequently, the key question of this book is how the ongoing power transition affects, and is affected by, the social institutions of world order including sovereignty, the balance of power, international law, diplomacy, trade, humanitarian intervention, national self-determination, and environmental stewardship. The guiding theoretical assumption of the book is that power transition stimulates fundamental institutional change rather than major conflict or a breakdown of international order, while international organizations are key arenas for the realization and negotiation of such changes, not the victims of hegemonic retreat. The argument is pursued in sections on rising and declining powers (Anglo-America, Russia, China and the EU, among others), consequences for the fundamental social institutions and changes in international organizations, globally and regionally. In combination, the chapters reveal the contours of the coming world order.

Great-power conflict and great-power war are still the most dangerous risks the international community is facing today. This edited volume investigates the feasibility of a modern day concert of powers as a way for managing the risk of great power conflicts in the 21st century. The volume takes its inspiration from history. The 19th century European Concert was not only able to ensure a period of exceptional peacefulness among the European great powers, it also limited the scope and duration of the few wars that did break out. The chapter authors discuss the achievements and limits of the historical concert, define the requirements that a new concert would have to meet, critically evaluate obstacles and risks of the approach and indicate how a 21st century concert of powers could complement, and fit into, the present legal and institutional setting of global politics.
