Hidden Challenges To Education Systems In Transition Economies

This book provides diagnostic and strategic analysis of the challenges to educational systems in the transition economies of the Eastern and Central Europe and Central Asia. At the outset of the transition many of these countries educational systems had solved problems such as limited access, gender inequalities, and poor quality outputs that still plague other regions of the world. Many policy makers believed that education was not a problem sector in transition countries. This report presents originally unforeseen results which suggest that deep and broad problems are emerging in the sector and were threatening many countries' achievements in education. The region's education systems which once were a good fit with the planned economies and authoritarian political systems are proving to be a poor fit with market economies and more open political systems. Inequities in learning opportunities are increasing at a time when human capital is becoming ever more important in the region's recovery and development. The danger is that in some countries of the region these education problems, left unchecked, could threaten to create a vicious circle that will make poverty and social exclusion a powerful generational inheritance.

A look at the challenges facing education in Central Asia. In this study, the author contests that understanding the challenges throughout the 15 former republics of the former Soviet Union is helpful in understanding the progress and setback in the Central Asian Republics.

The transition economies of the Europe and Central Asia Region faced unprecedented political, economic, and social change after me break-up of the Soviet Union. A broadly defined framework of the science, technology, innovation and growth system underpins the empirical and conceptual analysis of the critical issues including demand, FDI, finance and education. Specifically, the expert contributors address the (in)capacity of CEE to play a more significant role in the knowledge-based competitiveness of the EU. They question whether it is possible to bolster this capacity with innovationtechnology- industry-specific policies, and discuss the changes required at EU and individual country levels to remove sector- and industry-specific obstacles to greater competitiveness based on innovation. Policies are analysed from the perspective of growth, and the conclusions drawn are relevant to education, the labour market and competition policy. Russia and many other transition countries are now facing the challenges of opening up, restructuring, and modernizing their economies, which requires addressing numerous institutional weaknesses and supply-side distortions. From a regional perspective, drawing on the experience of other reforming countries, the papers examine these issues. Aspects addressed include the implications of trade and capital flows, the process of labor market reform, financial market development, productivitiy growth, and innovation dynamics. This book investigates the effects of social and political change on the provision of primary education in post-communist and post-war contexts.
