Higher Education in Federal Countries: A Comparative Study is a unique study of higher education in nine federal countries—the United States, Canada, Australia, Germany, Mexico, Brazil, Russia, China and India. In this book, leading international scholars discuss the role of federalism and how it shapes higher education in major nation-state actors on the world stage. The editors develop an overarching comparative analysis of the dynamics of central and regional power in higher education, and the national case studies explain how each federal and federal-like higher education system has evolved and how it functions in what are highly varied contexts. The book makes a major contribution to higher education studies and defines a new field of comparative analysis. It also provides important insights into comparative governance and the study of federalism and federal arrangements, with their particular historical, political, legal and economic dimensions.

Federalism has played a central role in charting educational progress in many countries. With an evolving balance between centralization and decentralization, federalism is designed to promote accountability standards without tempering regional and local preferences. Federalism facilitates negotiations both vertically between the central authority and local entities as well as horizontally among diverse interests. Innovative educational practices are often validated by a few local entities prior to scaling up to the national level. Because of the division of revenue sources between central authority and decentralized entities, federalism encourages a certain degree of fiscal competition at the local and regional level. The balance of centralization and decentralization also varies across institutional and policy domains, such as the legislative framework for education, drafting of curricula, benchmarking for accountability, accreditation, teacher training, and administrative responsibilities at the primary, secondary, and tertiary levels. Given these critical issues in federalism and education, this volume examines ongoing challenges and policy strategies in ten countries, namely Australia, Austria, Belgium, Canada, Germany, Italy, Spain, Switzerland, United Kingdom, and the United States. These chapters and the introductory overview aim to examine how countries with federal systems of government design, govern, finance, and assure quality in their educational systems spanning from early childhood to secondary school graduation. Particular attention is given to functional division between governmental layers of the federal system as well as mechanisms of intergovernmental cooperation both vertically and horizontally. The chapters aim to draw out comparative lessons and experiences in an area of great importance to not only federal countries but also countries that are emerging toward a federal system.

Case study-type description of higher education given for each country as it relates to the rest of the economy, etc. of that country.

Tremendous changes are affecting the structure and funding of higher education in many countries. This volume attempts to identify and analyze the principles, structural features and modes of work of the different higher education policies operating in eleven countries, as well as their commonalities and differences in the light of both general international trends and country-specific factors. In order to gather the relevant information for the project, national correspondents were provided with an overarching framework to guide them in their work and to ensure maximum comparability of the resulting reports. Each country report is broken down into four sections: the structure and goals of higher education systems; authority in the system; higher education policy; and the impact of each on institutional governance and management. The final chapter draws together the general trends which have emerged: a move towards less state control; a strengthening of institutional autonomy and increased governance; competition between institutions; privatization of funding; greater market orientation and growing institutional accountability for quality and service.

This volume contains the proceedings of an international colloquium on higher education in federal countries with complex divisions of responsibility for the many facets of higher education. The volume is organized in four parts. Part I contains one paper, "The Federal Context for Higher Education" by Ronald L. Watts and a description of the discussion that followed its presentation. Part II offers detailed descriptions of higher education in seven federal systems: "Higher Education in Seven Federal Systems: A Synthesis" (David M. Cameron); "Higher Education in Federal Systems: Canada" (David M. Cameron); "Origins and Development of Federalism in American Higher Education" (Martin Trow); "Higher Education in Federal Systems: Australia" (Robert H. T. Smith and Fiona Wood); "Higher Education in Federal Systems: Switzerland" (Augustin Macheret); "Higher Education in Federal Systems: Germany" (Ulrich Teichler); "Higher Education in Federal Systems: Belgium" (Ignace Hecquet); and "Higher Education in Federal Systems: The European Community" (Pierre Cazalis). Part III summarizes discussions held at the colloquium on four issues in higher education: organization, planning and management; financing higher education; student mobility; and research planning and financing. Part IV covers the final session and contains rapporteur's comments titled "Hasty Generalization, Missed Opportunities and Oversimplifications: Overcoming the Obstacles to Understanding Higher Education (Whatever That Is) in Federal Systems (Whatever They May Be)" by J. Stefan Dupre and the discussion that followed. Many papers include reference notes. A list of participants and their addresses is also provided. (JB)

In spite of the increasing attention attributed to the rise in prominence of the BRICS (Brazil, Russia, India, China and South Africa) countries, few studies have looked at the ways in which broader social expectations with respect to the role of higher education across the BRICS have changed, or not, in recent years. Our point of departure is that, contrary to the conventional wisdom focusing on functionalistic perspectives, higher education systems are not just designed by governments to fulfill certain functions, but have a tendency for evolving in a rather unpredictable fashion as a result of the complex interplay between a number of internal and external factors. In reality, national higher education systems develop and change according to a complex process that encompasses the expectations of governmental agencies, markets, the aspirations of the population for the benefits of education, the specific institutional traditions and cultures of higher education institutions, and, increasingly so, the interests and strategies of the private firms entering and offering services in the higher education market. This basically means that it is of outmost importance to move away from conceiving of "universities" or "higher education" as single, monolithic actors or sector. One way of doing this is by investigating a selected number of distinct, but nonetheless interrelated factors or drivers, which, taken together, help determine the nature and scope of the social compact between higher education (its core actors and institutions) and society at large (government, industry, local communities, professional associations).

This volume explores convergence and divergence in the governance of higher education systems from a global and comparative perspective.
