Pinpointing the intersecting concerns of higher education studies and island studies, this book interrogates the role of higher education development in addressing common small island concerns. This volume is the result of a policy seminar on Improvement and Innovation in Higher Education in Developing Countries, organized by the Economic Development Institute and the Population and Human Resources Department of the World Bank in collaboration with the Institute of Strategic and International Studies of Malaysia. The seminar was held in June 1991 in Kuala Lumpur. Twenty-two participants attended from Eastern Europe, Africa, Asia, the Middle East, Latin America, and the Caribbean. The first paper provides a report on the seminar, with discussion of five quality issues: access to higher education, financing of higher education, the relationship between government and higher education institutions, the role of higher education in developing science and technology, and the role of evaluation. Recommendations are listed, and appendixes to the paper list participants, the program, seminar papers, and session papers. The volume also includes the texts of the three session papers, including: "Keynote Address: Higher Education and Economic Development" (I. G. Patel); "Improvement and Innovation in Higher Education" (Adriaan M. Verspoor); and "The University System: Engine of Development in the New World Economy" (Manuel Castells). This book argues for the particular challenges of education in small states, and for the need to examine the impact of changing global contexts, to document the changing nature and significance of recent and contemporary education policy priorities, and to advance the case for new and strengthened initiatives for education in small states.

This study analyses good practices and gaps in education for sustainable development (ESD) implementation in ten small island states vulnerable to climate change. It provides practical and realistic recommendations on how ESD may be better integrated in education policy and strategy and delivered more comprehensively.

This book focuses on education in small states. It examines the strengths and weaknesses of different aspects of educational provision in political jurisdictions having a very small population – populations which encounter specific challenges, threats and opportunities. This book presents a balance in regional representation – covering the South Pacific, the Caribbean, Africa, Europe and the Mediterranean. The contributions pay particular attention to basic education, higher education, entrepreneurship training, post-primary education and the impact of globalization on educational restructuring and aid delivery in specific small state regions. This book was published as a special issue of the Comparative Education.
