How did David Trimble, the bete noire of Irish nationalism and bien pensant opinion transform himself into a peacemaker? How did this unfashionable, petit bourgeois Orangeman come to win a standing ovation at the Labour Party conference? How, indeed, did this taciturn academic with few real intimates succeed in becoming the leader of the Ulster Unionists? And how did he carry them with him, against the odds, to make an historic compromise with Irish nationalism?

This timely book provides the first sustained examination of cross-border relationships since the momentous sequence of events that began with the Good Friday agreement of 1998. It looks at changing patterns of North-South relations in three broad domains: politics and public administration, the economy, and civil society. Specific topics covered include the cross-border implementation bodies, the island economy, the voluntary sector, education, health, planning, public policy, and the EU. The book draws on findings from a two-year research project embracing a large, multi-disciplinary team based in Dublin, Belfast, Dundalk, and Armagh. The book also sets recent changes in perspective, outlining the evolution of cross-border relationships between partition in 1920 and the recent comprehensive settlement, and exploring the extent to which leaders North and South remained in denial about the evolving impact and implications of the border until the closing decades of the 20th century. The authors demonstrate how the search for a settlement in Northern Ireland has created a new dynamic in cross-border relationships, underlining the critical importance of these relationships in sustaining the peace process. In a trenchant assessment of future prospects, the book stresses the extent to which new North-South relationships have been dependent on external funding from the EU and the US. It argues that the diminution of these funds potentially threatens the sustainability of successful cross-border programs, putting the onus on the two governments to develop a more coherent and strategic approach to cross-border co-operation.

The establishment of durable, democratic institutions constitutes one of the major challenges of our age. As countless contemporary examples have shown, it requires far more than simply the holding of free elections. The consolidation of a legitimate constitutional order is difficult to achieve in any society, but it is especially problematic in societies with deep social cleavages. This book provides an authoritative and systematic analysis of the politics of so-called 'deeply divided societies' in the post Cold War era. From Bosnia to South Africa, Northern Ireland to Iraq, it explains why such places are so prone to political violence, and demonstrates why - even in times of peace - the fear of violence continues to shape attitudes, entrenching divisions in societies that already lack consensus on their political institutions. Combining intellectual rigour and accessibility, it examines the challenge of establishing order and justice in such unstable environments, and critically assesses a range of political options available, from partition to power-sharing and various initiatives to promote integration. The Politics of Deeply Divided Societies is an ideal resource for students of comparative politics and related disciplines, as well as anyone with an interest in the dynamics of ethnic conflict and nationalism.
