In context of ongoing transformations in housing markets and socioeconomic conditions, this book focuses on past, current and future roles of home ownership in social policies and welfare practices. It considers owner-occupied housing in terms of diverse meanings and manifestations, but in particular the part played by housing tenure in the political, socioeconomic and demographic changes that have characterized the pre- and post-crisis era. The intensified promotion of home ownership in recent decades helped stimulate an increasing orientation towards the private consumption of housing, not only as a home, but also an asset – or possibly speculative vehicle – that enhances household economic capacity and can be transferred to children or other family, or even exchanged for other goods. The latest global financial crisis, however, made it clear that owner-occupied housing markets and mortgage sectors have become deeply embedded in networks of socioeconomic interdependency and risk. This collection engages with numerous debates on housing and society in a range of developed societies from North America to Asia-Pacific to North, South, East and West Europe. First published in 1999, this book brings together the findings from research projects funded by the Joseph Rowntree Foundation and the Department of the Environment, Transport and the Regions. The programme of research examined the problems faced by home owners with the collapse of the property market in the late 1980s. The book focuses on households with negative equity and uses analyzes of secondary data sets, social surveys and in-depth interviews to explore the implications of the fall in property values for both households and the wider economy. In particular it examines the kinds of coping strategies adopted by home owners in relation to debt and mobility. Home Ownership in Crisis? thus gets beyond aggregate estimates and offers the reader a detailed understanding of what negative equity actually means for the individuals concerned. Moreover, by exposing a range of circumstances in which negative equity arises, the book also informs debates about the kinds of policy initiatives which may be appropriate in dealing with a more volatile economic environment in Britain and elsewhere.

The book briefly charts the history of the growth of owner-occupation in Britain and considers the evidence on the popularity of owning as opposed to renting. The question of whether and how owner occupiers accumulate wealth from their housing is discussed and the evidence on the political implications of the growth of owner-occupation examined. The influence of buying a house on the way that home is experienced is analysed and the sociological implications in regard to the analysis of social inequalities in Britain discussed. The research for the book was based on in-depth interviews with home-owners and tenants in Burnley, Derby and Slough.
