This new textbook outlines the main theories and concepts from a variety of disciplines that support homeland security operations, structures and strategies. Following the terrorist attacks of September 11th, "homeland security" (HLS) grew in importance within the U.S. government (and around the world) and matured from a concept discussed among a relatively small cadre of policymakers and strategic thinkers to a broadly discussed issue in Congress and society with a growing academic presence. Yet the ability to discern a theory of homeland security that would support overall security strategy has been more elusive to both scholars and policymakers. This textbook aims to elucidate a grand theory of homeland security by leveraging the theoretical underpinnings of the disciplines that comprise the strategies, operations and structures of the HLS enterprise. In this way, each chapter contributes to a grand theory of homeland security as it explores a different discipline that influences or supports a domain of the homeland security enterprise. These chapters cover intelligence systems, terrorism origins and ideologies, emergency management, environmental and human security, cybersecurity policy, crime and security, global governance, risk management, public health, law and policy, technology, interagency collaboration and the sociology of security. This book will be essential reading for students of Homeland Security and Emergency Response, and recommended reading for students of terrorism, intelligence, cybersecurity, risk management and national security.

This superbly researched book reflects the experiences of Colonel Russ Howard and Captain Reid Sawyer in teaching security-related courses in the Department of Social Sciences at West Point. Colonel Howard and Captain Sawyer have refined their thinking on the topic by their experimentation with the curriculum in these national security courses. We suggest that students of national security polity will find this book to be a unique combination of well-known and astute thinkers who have articulated the current and future policy implications of terrorism. The relevant experience of both Howard and Sawyer as editors places them in the best position to "connect the dots" of this wide-ranging material. - General Barry R. McCaffrey (Ret.), on back cover.

The September 11 attacks forcefully brought home the need to better protect the U.S. homeland. But how can this be accomplished most effectively? Here, a team of Brookings scholars offers a four-tier plan to guide and bolster the efforts under way by the Bush administration and Congress. There has been some progress in making our homeland more secure. But the authors are concerned that the Bush administration may focus too narrowly on preventing attacks like those of the recent past and believe a broader and more structured approach to ensuring homeland security is needed. Given the vulnerability of our open society, the authors recommend four clear lines of direction. The first and last have received a good deal of attention from the Bush administration, though not yet enough; for the other two, a great deal remains to be done: Perimeter defense at the border to prevent entry by potential perpetrators and the weapons and hazardous materials they may use Prevention by detecting possible terrorists within the United States and securing dangerous materials they might obtain here Identification and defense of key sites within the county: population centers, critical economic assets and infrastructure, and locations of key political or symbolic importance Consequence management to give those directly involved in responding to an attack that may nevertheless occur the tools necessary to quickly identify and attack and limit its damage Included are specific recommendations on how much more to spend on homeland security, how much of the cost should be borne by the private sector, and how to structure the federal government to make the responsible agencies more efficient in addressing security concerns. Specifically, the authors believe that annual federal spending on homeland security may need to grow to about $45 billion, relative to a 2001 level of less than $20 billion and a Bush administration proposed budget for 2003 of $38 billion. Six years after publication of the first edition of the best-selling Encyclopedia of Terrorism, much has changed on the national security scene. Despite the dark promises of Osama bin Laden following the 9/11 attacks, the United States has not experienced any major domestic terror incidents. Al-Qaeda itself is believed to be a severely crippled organization. But while U.S. wars in Afghanistan and Iraq--not to mention the arrival of the Obama administration, a new balance of power within Congress, and an increasingly fragile economic picture--have significantly affected the national security picture, the threat of economic chaos and massive loss of life due to terror attacks has not abated. Indeed, in July 2008 analysts pointed out that even a relatively small terrorist organization could present a dire threat, with some experts arguing that a biological, chemical, or even nuclear attack on a major U.S. city is all but inevitable. In this highly charged, rapidly shifting environment, we are pleased to present the The SAGE Encyclopedia of Terrorism, Second Edition, a thoroughly updated and expanded edition of the original, highly regarded reference work. Nearly 100,000 words of new material will be added, along with fully updated original entries, and expanded coverage. New introductory essays will explore the impact of terrorism on economics, public health, religion, and even pop culture. Ethical issues such as the role of torture in interrogations, competing notions of security versus liberty, and the debates over FISA legislation and Guantanamo Bay will also be covered. Two dozen entries on significant recent events—such as the London bombings, Chechen attacks on Russian interests, and the rescue of Ingrid Bettancourt—and some 60 additional new entries will restore the work as an up-to-the-minute, natural first-stop for researchers.
